This position directly supports and works under the supervision of the Chief Financial Manager, also referred to as the Service Chief. The position provides secretarial support to the Chief Financial Manager, Assistant Chief Financial Manager, and Service Supervisors.
Duties
Duties and responsibilities include:
Exercises sound judgment and knowledge of organizational structure and function in order to resolve inconsistencies in available information or to provide alternatives.
Researches files and assembles background information on the subject of incoming correspondence or material prior to referral.
Uses rough drafts, notes or oral instructions to prepare, compose or review letters, memoranda, reports, presentation outlines, policies, headquarters or Congressional correspondence for the purpose of obtaining or supplying information.
Provides general clerical public contact support services.
Handles customer service conflicts or problems constructively.
Screens calls and responds to requests for information when the question concerns information the incumbent has knowledge of or can easily obtain.
Assists employees and external agencies with confidential inquiries involving personal information.
Possesses a high degree of oral and written communication skill, maintaining a diplomatic, confidential and professional manner in order to interact with a diverse internal and external customer base.
Provides the customer with consistent information according to established policies and procedures.
Considers overall workload and priorities to exercise sound judgment and apply time management skills in order to complete assigned tasks and scheduled special projects in a timely manner.
Tracks and maintains control records of all reports originating in the service to assure deadlines set by the organization are met.
Maintains calendars, schedules appointments, meetings and conferences, and plans administrative details ensuring calendars and schedules are free of conflicts.
Proficient in the use of the personal computer and a working knowledge of software applications commonly used for spreadsheets, word processing, electronic databases, the internet and email.
Uses agency systems and databases as required in the performance of official duties.
Integrates various software to generate specific working documents and forms from spreadsheets, databases, desktop publishing and similar software.
Prepares a variety of recurring reports, reviews outgoing correspondence for proper administrative format and enclosures, complies information and ensures proper use of grammar.
Documents and files the minutes for staff conferences and special conferences as needed.
Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing forms.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized Experience:
Experience providing administrative support in a business or medical setting.
Experience in data and records management.
Utilizing various computer based applications such as email, excel spreadsheets, word processing, timekeeping, or databases.
Maintaining appointment calendars.
Receiving and directing telephone calls and visitors.
Preparing meeting minutes and correspondence.
OR,
Education Substitute: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 full years above high school (transcripts required).
OR,
Education/Experience Combination: : Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Proficiency Requirement: In addition to meeting experience requirements, applicants for this position must self-certify that you have ability to type a minimum of 40 words per minute.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
