THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MATERIALS EXAMINER AND IDENTIFIER (HAZMAT) TITLE 32, Position Description Number D1908000 and is part of the IL USPFO, National Guard.

Duties

As a MATERIALS EXAMINER AND IDENTIFIER (HAZMAT) TITLE 32, WG-6912-7, you will identify, examine and classify material and equipment and make final determinations on acceptance and disposition of standardized and complex equipment and materiel using shipping documents, contracts, catalogs, drawings, and related documents. Major Duties - This is NOT an all-inclusive list: Conduct HAZMAT training for facility personnel, develop lesson plans, course materials, schedules and conduct training. Identify, receive, sort, count, classify and handle hazardous materials in the USPFO storage areas. Ensure the safe receipt, storage and movement of hazardous and toxic materials and substances such as ammunition, explosives, chemicals, or radioactive materials in accordance with facility and regulatory requirements. Assist with the development of facility regulations, and operating instructions that relate to hazardous materials management and HAZMAT safety procedures. Identify, collect, process and consolidate hazardous waste in preparation for disposal. Ensure compliance with environmental rules, regulations and practices relating to hazardous waste material treatment and disposal. Manage the facility hazardous materials spill prevention, containment and clean-up program to control accidental spills, overflows, and other emergency hazardous waste and materials situations. Receive or reject materiel, equipment, including non-standard equipment, and complex assemblies for the facility based on knowledge of products, equipment, and procedures as well as having the ability to determine subtle and inconspicuous defects. Determine acceptance, serviceability and distribution requirements for perishable, classified, precious metals, textiles, clothing, complex electronic/mechanical equipment, assemblies and components. Perform a full range of warehousing activities to include receiving, inspecting for defects, storing, selecting and shipping general or specialized bulk and bin materials and equipment. Develop or assist in the development of plans for storage and arrangement of stock. Determine warehouse configuration, setup, movement, and space utilization plans in accordance with regulations for a specific commodity or equipment group.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted GENERAL EXPERIENCE: MUST possess experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools. SPECIALIZED EXPERIENCE: WG-07 LEVEL - MUST possess specialized experience which includes experience or training identifying and sorting a variety of complex materials and equipment; experience receiving materials and equipment, recording, and placing items in proper storage areas; experience preparing all items for shipment using appropriate agency instructions; expert knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials to ensure adherence to governing regulatory guidance, policies, and procedures; experience in mathematical equations; experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals; experience using and operating forklifts and motor vehicles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
