Duties

You will provide guidance and advice on federal and Department of the Navy (DON) policies and programs of nondiscrimination and affirmative employment. You will perform assignments with widely varying duties including the complete cycle of fact-finding, program definition and identification, determining cause and effect relationship, making conclusions and recommending a decision. You will propose action on one or more of the EEO functions designed to support compliance with civil rights and equal employments opportunity requirements. You will identify systemic barriers relative to the advancement of protected groups; conducting research, analysis and sound recommendations.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying fact finding, analytical, and problem-solving methods and techniques; Gathering and analyzing statistics and assisting in preparing program reports; AND Assisting in researching issues, (e.g., EEO issues), and works with management to develop solutions. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying issues of complaints to formulate clear and concise statements for acceptance or dismissal; Drafting acceptance/dismissal letters and memorandum regarding discrimination complaints using Equal Employment Opportunity Commission (EEOC) regulations, agency EEO policies and guidance. Providing pre-complaint processing on sensitive or complex issues; reviewing and documenting relevant information in formal written reports of counseling; Interviewing and counseling participants to obtain factual information relevant to claims of employment discrimination; Processing/coordinating the complete cycle of EEO and civil rights inquires/investigations in order to perform a comprehensive analysis to resolve complex disputes; Advising/guiding supervisors and managers on their role an obligation with respect to facilitating, considering, and /or providing reasonable accommodation; Presenting EEO training to employees and management; AND Briefing senior leadership on EEO policies and regulations.
