The Veterans Health Administration Office of Research and Development is seeking a full-time Health System Specialist to serve as a Research Coordinator at the VA Medical Center in Northport, New York. This is a temporary position. Initial appointment will be for 1 year and 1 day, however it may be extended up to 4 years.

Duties

The Health System Specialist will serve as a Research Coordinator to Principal Investigators for multiple research studies of both VA funded projects as well as other funded clinical trials. The Research Coordinator is responsible for coordinating all aspects of research studies including recruiting participants into the study and coordinating study visits to ensure that the study protocol and regulatory requirements are followed. Typical duties include, but are not limited to: Meeting with project investigators on a regular basis and participate in assisting them in grant construction for future research proposals. Preparing draft reports and submissions for local IRB and R&D committees and necessary VA progress reports. Oversee procurement of day-to-day supplies and research resources for the projects. Record data from samples and specimens to ensure that all tracking data is organized and monitored. Sets up and maintains study records, including research binders, medical records and case report forms. Obtain verbal and/or written informed consent, Health Insurance Portability and Accountability Act (HIPAA) authorization, and background demographic information (as needed) from patients ensuring that the process adheres to HIPAA, information security and other federal regulations regarding confidentiality and the conduct of human subjects' research. Organize and maintain all study documents for management, data, record keeping and/or compliance purposes. Work Schedule: Monday through Friday, 8:00am to 4:30pm. Position Description Title/PD#: Health System Specialist/PD34735-0 Physical Requirements: The work is primarily sedentary with occasional walking, standing, and handling and carrying items such as paper and books. There may be occasion needs to assist study participants with mobility to study location(s). NOTIFICATIONS: This position is in the AFGE bargaining unit. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-9 grade level requirements: Education: A Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field, equivalent to the GS-7 grade level. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of qualifying specialized experience for this position include, but are not limited to: recruitment and management of research study participants (to include obtaining and maintaining consent forms); updating and maintaining regulatory records; gathering, analyzing, and reporting statistical data; analyzing processes and documentation to ensure compliance with all technical regulatory requirements and information safety regulations. (NOTE: Your resume must demonstrate that you possess such experience) OR Combination: Education and experience may be combined in order to qualify. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-9. For example, an applicant who has 1 full year of graduate level education towards a qualifying Master's degree (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. (TRANSCRIPT REQUIRED) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
