The incumbent serves as the Supervisory Management Analyst and organizationally title Director, Business Operations. The employee is tasked with various administrative program responsibilities both within headquarters and in the field in such areas as financial management, acquisition, material management, central business functions, and administrative compliance.

Duties

The incumbents serves as one of 15's program directors, which requires working with and supporting the Assistant Under Secretary for Health Operations (15AUSHO's) primary role, to administer, coordinate, and oversee the provision of quality healthcare to our Nation's Veterans. The incumbent will evaluate federal policies, programs, directives, and procedures to identify barriers and challenges. In addition, the office is responsible for implementation of programs and policies developed in the Department of Veterans Affairs (DVA and Veterans health Administration (VHA). Major duties include but are not limited to: Functions as a Supervisor with Business Operations and is the primary advisor to the AUSHO on matters of budget, finance, and human resources. In this capacity, the Director of Operations is responsible for assisting the AUSHO and various administrative programs officials both within Headquarters and in the field, serving as and expert advisor to the DAUSHO and DAUSH for Redesign for administration and quality management and improvement of field programs. Rationalizes, administers tracks and manages 15AUSHO's budget, conduct complex, crosscutting studies and analyses. As well as reviews and comprehensively analyzes data that may benefit the organization's ability to provide the highest quality healthcare to Veterans. Financial Management: The Director is responsible for timely, valid, and appropriate development of 15AUSHO program budgets, establishing tools and methods to support this process. The incumbent will collaborate with VHA and VA Chief Financial Officer (CFO) leadership. The incumbent will collaborate with Veterans Benefits Administration (VBA) staff to identify critical patters in budget formulation that would affect 15AUSHO programs. The Incumbent providers monthly financial performance reports to 15AUSHO program leaderships and convenes a financial review board to ensure effective budget execution. The Director is delegated broad responsibilities for the effective management of financial resources exceeding $1 Billion with the direct span of control of the AUSHO. The Director is responsible for managing funding for salary, travel, facility and other expenses for 15AUSHO Program Offices, in addition to the coordination of spending for special initiatives, such as T21 Transformation Funds. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Functions as a supervisor within Business Operations and is the primary advisor to the AUSHO on matters of budget, finance, and human resources, responsible for assisting the AUSHO and various administrative program officials both within the Headquarters and in the field, serving as an expert advisor to the DAUSHO and DAUSH for Redesign for administration and quality management and improvement of field programs, establishes policies for sound administrative management and facilitates 15AUSHO implementation of these programs across 15AUSHO. determine the need for,develops and/or coordinates plans, policies, and procedures for the accomplishment of administrative activities and the administrative aspects of professional activities. You will be rated on the following Competencies for this position: Administration and Management Leadership Organizational Awareness Financial Management Analytical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
