Employee will serve as a Program Specialist aligned within Medical Imaging Service (MIS) located at the Jesse Brown Healthcare System in Chicago, IL.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position is to provide administrative and clinical coordination and involved in the development, implementation, evaluation, interpretation, revision, and corrective action of administrative policies, functions, activities, operations, and programs for Medical Imaging Service (MIS). Duties will include, but not limited to the following: Focused/Ongoing Professional Practice Evaluation (FPPE/OPPE): serves as primary administrative resource for data analysis, reporting requirements and ensures policies developed by management are transmitted to responsible parties, both supervisory and non-supervisory. This activity includes Radiology subspecialties that involve Diagnostic, Interventional, Procedural, and Nuclear Medicine. Review/Planning, Equipment and Space Management: directly involved in short- and long-range planning and policies for MIS to include budget and fiscal management, supply, service and equipment procurement, human resources and workforce utilization contract negotiations, construction and renovation, and space utilization. Interprets and applies contract and procurement regulations, develops space requests and coordinates movement of assets, and arranges and coordinates space activities. Prepares presentation materials related to financial, space, and equipment programs. Personnel Management/Labor and Employee Relations: serves as the administrative resources for MIS personnel management actions. Compiles, submits, and maintains files/paperwork for appointment and staffing purposes, professional standards board actions, performance evaluations and awards, classifications actions, counseling and disciplinary actions, union agreements. Works with credentialing personnel to ensure all credentialing and privileging requirements are current and complete prior to request for a physician to enter on duty, or prior to request for changes in clinical privileges. Analysis of Staffing Requirements, Workload Recording, and Reports: requests information/feedback from MIS program coordinators to review, compile, correct, and prepare numerous recurring and non-recurring MIS reports for signature. Prepares various audits, such as: trainee time and attendance (T&A), physician T&A, trainee supervision, and generates data summaries for presentation to medical records committee, medical executive committee, and other committees. Fiscal Management: prepares MIS budget projections based on studies of past expenditures, service requirements, changes in workload, and future goals of the service. Records and organizes expenditure documents to provide accurate and timely data and immediate visibility on availability of funds. Coordinates the fund control points. Keeps program and fiscal personnel informed of status of funds obligated for service throughout the year. Special Projects: contributes to overall management of the medical center, participates as a team member on special task forces, conducts special studies, and provides leadership in national and local employee surveys, national long term care surveys, joint commission surveys, and other surveys assigned. Performs other duties, as necessary. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes applying analytical and evaluative methods and techniques to participate in short- and long-range planning and policies to include budget and fiscal management, supply, service and equipment procurement, human resources and workforce utilization contract negotiations; preparing data summaries, reports, and presentations; and serving as administrative resource for various entities, includes clinical programs/services. See announcement duties section for details) -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate education (in excess of 2 years) combined with specialized experience may be used to meet total qualification requirements. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationPlanning and EvaluatingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Position may require extensive walking per day to meet with Executive Leadership, Clinic Leads, Administrative Leads, Service Line Staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station owned or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Employee will often be faced with changing priorities and with meeting deadlines.
