About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at at Fort Eisenhower, Georgia.
This position will be filled on a permanent basis.
Duties
Serves as the principal advisor and senior subject matter expert on the execution of security cooperation programs.
Plans, schedules, and carries out major projects concerned with the planning, resourcing, and execution of security cooperation programs
Interprets and implements Department of the Army, DOD and JCS policy on security cooperation matters involving allied and friendly nations
Develops and prepares ARCYBER papers and reports on all aspects of international cyberspace engagement, to include bilateral and multilateral engagements.
Performs the full range of supervisory duties for a staff of military, civilian personnel, and contractors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year probationary period may be required.
- This is a Key Security Cooperation (SC) position based on the duties and responsibilities.
- SC Planning, Oversight, and Execution Management AOC.
- Broad planning, policy development, oversight, and execution of SC activities and programs.
- Management of SC programs, intelligence cooperation, military-to-military engagements, and defense institution building.
- Position requires the employee to actively develop and maintain a nuanced understanding of cyberspace operations.
- Position requires the ability to obtain and maintain a TOP SECRET/SCI security clearance, CI Polygraph and MEAD-clearance per NSA security guidance, to perform the work.
- Position requires the employee to pass screening for all illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- Travel away from duty station may be required up to 25% of the time OCONUS.

Basic Requirements for the Supervisory Foreign Affairs Specialist GG 0130-14:
Degree: Bachelor's degree or equivalent, with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
or
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
or
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by in-depth knowledge of Security Cooperation programs of the DoD and DoS from both the policy and execution perspectives; knowledge of the political, military, and economic environment of the Geographic Combatant Commands' Areas of Responsibility (AORs), and the extent to which these factors influence the success of Security Cooperation efforts; knowledge of processes to develop and execute bilateral and multilateral engagements across all geographic areas of responsibility; ability to negotiate complex issues with high-ranking military officers and civilians while maintaining effective working relationships.
