You will serve as an ADMINISTRATIVE OFFICER in the ADMINISTRATIVE DEPARTMENT of 20THNAVALCONSTRREG.

Duties

You will direct and oversee all administrative services conducted throughout Naval Construction Group TWO (NCG 2) and Atlantic Naval Construction Force (NCF) units. You participate in policy and decision making sessions and originate, or recommend personnel policies relative to the internal operations of the local and deployed command element and subordinate unit personnel. You will serve as a subject matter expert, coordinate and advise command subordinate units on in their special incident reports, and be responsible for tracking all unit reports. You will manage Official mail, maintaining current qualifications and standards to remain in compliance with Postal Regulations. You will supervise and plan schedule and assign work, appraise performance, recommend performance standards and rating, approve leave, and effect minor disciplinary measures. You will supervisor 8 military personnel and serve as advisor and mentor to five NCG 2 department heads as well as subordinate command administrative officer. You will maintain a current and comprehensive knowledge of policies, rules, regulations and directives relating to all phases of civilian personnel management. You will provide guidance and assistance to managers and supervisors on personnel management matters involving staffing and classification actions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in developing, analyzing, evaluating, advising and improving the effectiveness of work methods and procedures. Experience in planning, directing, supervising, coordinating, reviewing and coordinating administrative support. Experience in providing knowledge on administrative matters, manpower assignments, personnel issues, automated communications and procedures. Experience determining and resolving problems concerning all internal administrative policies, procedures and directives, including advising and making decisions on personnel matters affecting the organization. Experience reviewing, analyzing and coordinating all issues that affect the management of military resources to ensure a sound, economical and effective structure to accomplish the Commanders' missions. Experience as the subject matter expert on incidents warranting formal reporting per OPNAVINST 3100.6 (series); coordinating and advising command and subordinate units in their special incident reporting and responsible for tracking all unit reports. Experience applying judgment and resolving complex issues of special interests which are sensitive and may involve precedent-setting or policy or involve high level interest/activities. Experience in planning work to be accomplished by subordinates; setting priorities and preparing for completion of work; selective consideration of the difficulty and the requirements of the assignment and the capabilities of the employees; establishing performance standards, performing mid-term counseling and evaluating performance; giving advice, counsel, and instruction to individual personnel on both work and administrative matters; placing personnel in the proper position in the department; hearing and resolving complaints from employees; approving or rejecting leave requests and recommending disciplinary action. Experience in collaborating with senior leadership on personnel issues and participating in the formulation of personnel policies, programs and procedures. Experience in both military and civilian manpower and manning to support the Man, Train and Equip mission of the command as the Immediate Superior in Command (ISIC) for nine subordinate units.
