Position Description #: T5026000
-This position is located in a State Human Resources Office servicing both Army (ARNG) and Air National Guard (ANG) full-time personnel. The primary purpose of the position is to serve as a Human Resources advisor and technical specialist for position classification, position management, and compensation related areas (i.e. Environmental Differential Pay (EDP/Hazardous Duty Pay (HDP)/ Supervisory Pay Differentials/Wage Surveys/Grade and Pay Retention, etc.). This position also provides manpower advisory services for all levels of command, determines position requirements for structures for State Army National Guard organizations. Utilizes advanced knowledge of a variety of human resources management functions in coordinating actions for these programs. May oversee or accomplish work through an automated personnel system.
-Plans, develops, directs and operates the Position Management and Classification program within the State Human Resource Office.
-Exercises delegated classification authority to develop and evaluate/certify position responsibilities for all positions within both the Army and Air National Guard, to include state employees, and/or contracted service employees.
-The incumbent independently resolves difficult issues and problems requiring consideration of the total human resource management program.
-Develops, coordinates, and maintains state plans/guidance. Conducts continuing reviews of position classification and position management programs.

-Serves as a Human Resources (HR) Classification Specialist in the Human Resources Office (HRO). Organizational assignments encompass problems of more than average difficulty, combined with full management advisory service functions or assignments are of average difficulty and are combined with full responsibility for management advisory service functions. Independently resolves difficult issues/problems requiring consideration of the total human resources management program. Applies a comprehensive knowledge of human resources management to advise on the full range of life cycle functions and assist management in accomplishing their human resources management responsibilities. Provides technical services on assigned portions of position management, classification, staffing, and human resources development programs; and provides the full range of technical support regarding management-employee relations. State point of contact for the Position Management and Classification Program. Ensures program goals are in compliance with OPM, DoD, DA, DAF, NGB and other governing legislation or agencies. Within the breadth and complexity described above, performs the following assignments.
-Provides continuing position classification services to support organizations which are composed of positions performing work of a mental and judgmental nature such as that typical of professional, scientific, administrative and technical fields.
-Provides technical advice to facilitate full and responsible management advisory services to assigned organizations such as planning and performing studies to identify long and short range personnel needs, advising on organization structures to meet management needs, and solving problems dealing with morale, turnover, job dilution or expansion.
-Conducts position management and classification studies and surveys following established procedures to schedule, report and present results and recommendations.
-Leads or participates in a variety of classification programs including, Environmental Differential Pay (EDP), Hazardous Duty Pay (HDP), Wage Survey, draft classification standards, competitive level descriptions, and various initiatives.
-As a HR Specialist working in a HRO, exercises an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented.

GENERAL EXPERIENCE:
Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
To Certify as GS-11:
Must have at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques.
To Certify as GS-12:
Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. In addition to analytical and problem solving abilities, positions at this level require specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Experienced in planning for and executing all personnel programs and Human Resources Information Systems. Expert in managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing. Experienced in operational readiness planning, personnel deployments, and writing various readiness status reports. Experienced in writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experienced in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management. Experienced in managing or conducting reenlistments; assignment or reassignment actions; education and training policy requirements; retraining procedures; retirement options; conducting disciplinary actions; or, applying force development and force shaping programs. Experienced in managing human resources development programs; education; voluntary education; advanced academic education; or, promotion testing and libraries. Experienced on mentorship activities. Experienced in the allocation of military and civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements. Competent in processing organization change actions to activate, inactivate, re-designate, or reorganize unit structures. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; or, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriate funds; and, financial/corporate standards with established internal controls.
