This position is organizationally aligned under the Social Work Service Line at the Edward
Hines Jr. VA Hospital, Hines, IL. (578) - a Level 1a Complexity VHA Facility. The purpose of
this position is to serve as the Social Work Service Administrative Officer and Technical
Advisor (Service Line Business Manager) for all clinical administrative matters, budgeting, other
business processes pertaining to the Social Work Service
Duties
The incumbent plans, directs and controls assigned Social Work Service activities which involve
clinical administrative policies and procedures relating to the service. Administrative functions
include personnel management, training coordination, procurement of furniture, supplies and
equipment, preparation, and presentation of awards for employees, records management, budget
programming and execution, control of communications, physical space management and special
projects or studies as assigned.
Serves as liaison between the service and the Human Resources Office. Reviews requirements
for personnel actions for compatibility with FTEE and established guidance. Monitors all
personnel actions. Advises and assists managers on personnel related issues. Enters personnel
requests in WebHR/MSS with associated documents. Tracks all vacancies and time to hire
Serves as training coordinator for the service, which includes announcement of training
opportunities, processing and approval of training requests, training scheduling including
preparation of annual individual development plans, updating official employee records for
training accomplishments and obligation and reimbursement of training and related costs.
The incumbent performs special clinical studies and projects for the Social Work Service as
directed; including all aspects of position management and personnel management
administration; requiring continuous coordination within the service. Develops and provides
guidance to medical center managers and supervisors on a broad variety of personnel
management matters to include staffing at appropriate levels, reviewing overall section
requirements, management/employee relations and improving utilization of the staff.
Oversees the formulation and execution of the operating budget. Serves as the budget manager
responsible for all phases of the budget program for the service. Recommends adjustments to
ensure inclusion of overall long-range planning and resource requirements. Assures update and
currency of the property assignment listing. Interprets and monitors all budgetary actions and
provides policy guidance on the proper use of one, two-, and multi-year appropriations to include
operating funds and direct reimbursable monies in fenced programs. Performs deviation analyses
quarterly to ensure funds are executed in accordance with obligation plans
Develops policy guidance and instructions for effective and efficient clinical administrative
management of the Social Work Service. This includes operational directives, procedures, and
policies pertaining to all facts of personnel and budget administration and assures dissemination
to and compliance by staff. Evaluates the effectiveness of administrative policy, procedures, and
regulations. Plans, develops, and implements administrative policies and procedures for the
Social Work Service.
Provides advice, assistance, and guidance on the application of administrative and personnel
directives and instructions.
Manages administrative responsibilities to include physical security, budget, records
management, control of mail and other communications, and property control.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: At least one (1) full year of experience equivalent to the GS-9 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Knowledge of the full range of administrative and human resources laws, policies, regulations and precedents; skill in applying analytical and evaluative methods and techniques to resolve issues or problems; experience in positions that required substantive administrative support functions such as budget, finance, space planning, property management, supply and general administration management, personnel, procurement, and contracting; experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations; working knowledge of advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management; and skill in customer service and interpersonal relations with an ability to relate to internal and external customers in a courteous, tactful, and respectful manner.

Substitution of Education for Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Administration Officer position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position.
