Duties

Position Description: D1027000 This position is located in a state Human Resources Office that has responsibility for servicing both Army and Air National Guard full-time personnel. The purpose of the position is to serve as the state Human Resources Specialist for recruitment and placement, military technician compatibility, permanent change of station (PCS) moves, pay setting, recruitment and retention allowances, and reduction in force. Responsible for the development and implementation of plans to accomplish a statewide technician recruitment and recruitment program. Accomplishes work through the use of a variety of automated personnel systems and programs. Performs other duties as assigned. -Serves as the state's technical expert advisor and consultant to key management on the full range of staffing options for a variety of professional, administrative, technical, and trades and labor occupations. -Analyzes and evaluates the state's current technician staffing situation including turnover, vacancies, and current recruiting strategies to identify and forecast staffing problems. -Develops Merit Placement Plan and ensures compliance with federal laws (i.e., The Technician Act), NGB Regulations, and local labor agreements. -Develops, recommends, maintains, and applies state policy for use of such pay setting tools as highest previous rate and recruitment and retention tools. -Serves as the state senior specialist and consultant on military technician compatibility issues and delegated personnel authorities (e.g. pay flexibilities). -Manages permanent change of station moves. -Analyzes the organization's workforce and determines reduction-in-force (RIF) impact; initiates pre-RIF actions; conducts RIF briefings, and counsels employees. -Develops, coordinates, maintains state plans/guidance involving Merit Placement Plan, reduction-in-force, highest previous rate, recruiting, and retention incentives. -Provides technical guidance to management and participates as the staffing functional specialist in the collective bargaining agreement process. -Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. -May oversee the work activities of other employee(s). Trains employee(s) in assigned duties and responsibilities.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Male applicants born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered, or you are not eligible for appointment in this agency.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

  • U.S. Citizenship is required.
  • Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency Check (NAC) prior to assignment.

Qualifications

MINIMUM MILITARY GRADE: E-4 MAXIMUM MILITARY GRADE: E-6 Your rank MUST be included somewhere within your resume. All personnel who exceed the maximum military rank must provide a memorandum explaining if selected for this position, you will accept an administrative reduction in rank. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: Must have at least six months of experience with human resources programs related to federal civilian or military personnel programs; have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description; have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement; have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing; experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions; experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options; competent in discussing the equal opportunity and sexual assault prevention and response programs; have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs; competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities; skilled in applying program policies, directives, publications, and training manuals.
