This position is located at the Morovis National Cemetery in Morovis, Puerto Rico.

Duties

The incumbent serves as the Cemetery Caretaker Leader for the Field Operations at the Morovis National Cemetery, providing support to the Puerto Rico National Cemetery Complex as needed. The incumbent has Leader responsibility for cemetery operations to include but is not limited to Equipment Maintenance, Facilities Maintenance, Grounds Maintenance, and Interment Operations. Works with a Maintenance Worker WG-08, an Engineering Equipment Operator WG-08, and Cemetery Caretakers WG-06. He will also lead temporary employees, apprentices, CWTs, and other participants in approved VA programs as applicable and PRNC field personnel when require. Incumbent is responsible for getting work started on time and keep current on all grounds and interment procedures and policies. Ensures adequate and proper distribution of work and maintains constant check on work in progress. Plans, organizes, and lays out work sufficient to keep the work crews busy and productive during allotted time. Sets work pace, motivates and advises employees on proper procedures in the accomplishment of work. The incumbent may also act as the primary or alternate Contracting Officer Representative (COR) as required to provide oversight of numerous contractors and verify the completion of those contracted tasks. The work leader will demonstrate and employ proper work methods or procedures to the crew being led. Advises other employees to follow the Supervisor's instructions and meet deadlines. Checks work that is in progress and again when it is completed to ensure compliance with Supervisor's instructions on sequence, procedures, methods and deadlines. Keeps Supervisor informed on the progress of work or any delays encountered. Obtains additional guidance or decisions from the Supervisor when problems or unfamiliar situations are encountered during the work. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,02/08/2024. Your background must demonstrate work involved in leading a crew of workers involved in landscaping, grounds keeping, or other related trades experience that includes the use of hand tools and/or power tools, and the safe operation of related machinery and equipment used in cemetery caretaking practices, as described in the duties section of the announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements: Physical demands on the incumbent consist of walking, bending, stooping, stretching, reaching, pushing, pulling, tugging and climbing. Must be able to lift up to 75 pounds. Incumbent should request assistance whenever performing tasks that require lifting more than 75 pounds. Must be able to walk in all types of terrain and soil conditions. Incumbent is required to wear personal protective equipment when appropriate. Protective equipment includes personal protection for the eyes, hearing, face, head, back, extremities, protective clothing, respiratory devices and protective shields and barriers. This equipment will be maintained in a sanitary and reliable condition. The position requires walking and standing including significant periods of outdoor duty to perform tasks such as attending services and inspecting sections of the cemetery (including sections which are active interment areas or sections under construction). The position requires bending, stooping, and lifting cemetery records, manuals, cremains containers, and other small items. The position requires assisting with the moving of caskets placed on wheeled biers in and out of committal shelters. Working Conditions: Work is typically performed outside in all type of inclement weather to include sun, wind, rain, cold, or snow and under periodic muddy conditions. The incumbent may operate machinery that causes noise and vibrations, emit carbon monoxide, have moving parts which may cut or harm the body and requires the use of safety-protective clothing and devices.
