THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Logisitics Management Specialist (Title 32) (Temporary Not to Exceed One Year), Position Description Number D2195000 and is part of the VA G4, National Guard.

Duties

As a Logistics Management Specialist (Title 32), GS-0346-07, you will perform the below duties: 1. The incumbent serves in an intermediate level capacity, performing duties characteristic of the Logistics Management Specialist, GS-346 series. 2. Performs in support of the overall work of the organization. Duties are selected to broaden skills and provide practical experience for progressively more complex assignments. Performs assigned portions of technical projects using established criteria or specifications; evaluates projects for compliance with specifications or for evaluation in term of operational use; reviews technical aspects of applications or proposed plans for compliance with laws, regulations, standards, specifications, or other requirements. 3. Performs administrative duties such as gathering and reviewing a variety of narrative and/or statistical data to prepare reports and conducting analyses of data to support conclusions or recommendations for action. Exercises knowledge and application of Department of Army (DA), Defense Logistics Agency (DLA), National Guard Bureau (NGB), and state ARNG directives, policies and procedures, subsistence handling, storage, and sanitation methodology, plus food prime vendor food service ordering system, in addition to basic subs istence accounting procedures. 4. The specific duties assigned to this position will vary, as well as the developmental needs of the individual employee. 5. Provides troubleshooting support by analyzing, studying, reviewing, testing, and interpreting information provided by user to determine whether hardware of software problems exists. Expands analysis to include/incorporate technical expertise/knowledge/source in determining the solution. Retrains, guides, and defines system operation if problem resides with functional user. If software problem determines if it can be resolved locally, and if not, prepares correspondence to proponent for resolution. Develops a procedure to temporarily correct the problem until resolved. Prepares and submits work requests when required and tests the repair on completion by repair technician. 6. Provides technical liaison service to each ARNG unit, prime vendor, and other vendor companies. Provides subsistence support for troop movements, maneuvers, and emergency and contingency plan requirements, in addition to normal and daily support. Performs oversight of customer and stockage requirements determination process and proper pricing of subsistence. Coordinates prime vendor and other vendor deliveries to ARNG dining facilities and unit Readiness Centers as required. Computes and publishes the Basic Daily Food Allowance for the ARNG State. Initiates requests for deviation from regulations and DLA supply catalogs. 7. Serves as the Contracting Officer Representative and submits technical specifications of contract requirements for commercial vendors when providing meal support. Prepare, award, and administer State Competitive Food Contracts for ARNG feeding. Oversees food service contractor performance. Establishes procedures to cross-check quality assurance, sanitation procedures, contract requirements and individual price changes to prevent monetary loss of food service systems. Coordinates annually and during emergency and natural disasters with intra-agency officials such as State Emergency Management Agency, county, other state and local authorities and inter-agency officials. 8. Conducts, coordinates, and evaluates inspections and assistance visits to ensure compliance with policies and regulations and to identify systemic problems. Responsible for the administration of the Department of Army Philip A. Connelly Food Service Excellence Awards Program for the State. Conducts local command competition through visits and evaluations to subordinate units with food service capability. Participates in state or higher HQ sponsored workshops, seminars or conferences. Represents the DCSLOG-G4 at food service meetings, pre-annual training conferences, major exercises and other appropriate sessions. 9. In accordance with provisions of the Army Regulations internal control systems, initiates, accomplishes and maintains vulnerability assessments, internal control reviews, and, as applicable, proponent checklists. Ensures that potential problems are resolved and that adequate internal controls are implemented. Takes action necessary to minimize inherent risk and correct internal control inadequacies. 10. Monitors State ARNG federally funded Readiness Centers and ARNG Dining Facilities to ensure they remain within authorized standards and that required reviews are conducted. Ensure dining facilities and unit food services operate under regulatory requirements for Army feeding operations. 11. Performs other duties as assigned.

Qualifications

GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Member (E1/PVT - E8/MSG), regardless of employment status (Traditional, Military Technician or AGR). Military Grades: Enlisted Member (E1/PVT - E8/MSG) GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-08 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience planning and organizing work assignments. Experience providing technical liaison service to each ARNG unit, prime vendor, and other vendor companies. Experience gathering and reviewing a variety of narrative or statistical data to prepare for reports used to make recommended actions. Experience interpreting and applying regulations, laws or practices.
