The primary purpose of this position is to Serve as Chief Electronics Engineer and Technical Advisor to the A3/6 Directorate and Chief of Force Development Strategy for the Directorate; provides engineering research, oversight of existing and new/emerging criteria or standards for integrated technology capabilities and advanced technology training devices.
Duties
Serves as Directorate Senior Engineer and Technical Advisor in the development and application of highly advanced and complex electronic/system engineering processes and policies.
Serves as the MAJCOM's senior engineering and technical expert in acquisition, development, scaling, sustaining, and application of highly advanced and complex Integrated Technology systems throughout the multiple phases of development
Performs work associated with engineering for large, highly complex, and critical learning systems, subsystems, and equipment to include reviewing, interpreting, and/or developing solutions to the most complex, controversial, and significant issues.
Represents Air Education and Training Command A3/6 Directorate of Operations and Communications with various DoD agencies and functional area organizations; a MAJCOM spokesperson on projects worked throughout the acquisition and then sustainment process, to include serving as a matrix team leader, technical advisor, contact with contractors and vendors, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positionsto include the Individual Occupational Requirements (IOR) for the GS-0801, General EngineeringSeries.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Extensive professional knowledge and mastery of electronic/computer engineering fields, particularly those involved in complex, high-risk programs related to the development, acquisition, and sustainment Air Force learning systems, subsystems, and equipment, to serve as a technical authority and to provide guidance. Requires extensive knowledge in electronic software and Simulation training, digital and analog components, computer processing and software algorithms, radio frequency (RF), infrared (IR) and ultra-violet (UV) technologies, electromagnetic concepts for microwave and millimeter wave applications, antenna and aperture design and subsystem integration with avionics systems as well software and Simulation training. Knowledge of other functions involved in the systems acquisition process, such as integrated logistics support, financial management, contracting, etc., and their interrelationships with engineering in order to make authoritative engineering recommendations and decisions to ensure successful development and acquisitions of learning systems. Knowledge of DoD, USAF, AETC, and AFMC regulations, policies, operating instructions and guidelines, etc., related to the development, acquisition, and sustainment of learning systems, subsystems, and equipment to formulate new policies, devise solutions to complex problems, etc.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of administrative policies/procedures/instructions including safety, security, travel, funding/sustainment, and personnel actions/management and directives.
2. Ability to lead, manage, plan, organize, supervise, and direct the functions and staff of several medium-sized organizations like the A3/6 Force Development divisions and communicate both orally and written up and down the chain of command both informally, as in memos and one-on-one conversations, and formally as in preparation and delivery of formal briefings and preparing for and conducting meetings, conferences, and seminars. Ability to organize, lead, and integrate the efforts of other engineering and highly technical experts, such as dealing with the Microsoft Azure database technical experts for the AFLSE and both their building of the Azure database architecture and their forays into AI for future AF use, and specialists in teams and working groups to develop new concepts and approaches; solve very complex interdisciplinary problems, develop new policy; and define new program/technical plans and requirements.
3. Ability to represent the organization to agencies and organizations within the Command and cross-command as necessary; to present, justify and negotiate technical issues and points as necessary in serving on committees, working groups, etc. Background in Command organization coupled with working knowledge of Technical/Flying Training processes is required.
4. Knowledge of, and experience with, training systems requirements analysis, training systems management processes and technology, human/simulator interface, training system evaluation techniques, and training system integration requirements. Professional knowledge of the disciplines and application of computer engineering as applied to Integrated Technology, real-time computer simulator systems, and information management systems. Working knowledge and experience with High Level Architecture (HLA), computer/information systems software such as Oracle, C++, C-Sharp, Microsoft Sequel Server, visual basic and Java, and Microsoft Azure database, the various cloud web services, and be up to date on all things AI and ML.
5. Expert knowledge of professional engineering theories, principles, practices, and techniques relating to electronics is required to analyze very complex interdisciplinary problems and generate/develop new concepts and methods which provide significant technical solutions that have far-reaching impact in assigned areas. Extensive knowledge of, and experience in, electronics engineering with emphasis on training system design courseware, educational theory, and development of training systems.
6. Knowledge of acquisition regulations, policies and operating instructions, and procedures as they pertain to the preparation of technical documents, technical source selections, statements of work, and design and test standardization at USAF, DOD and international levels as appropriate. Level III Acquisition Certification highly desired.
