Duties
This position is located in Civil Rights & Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), U.S. Department of Homeland Security (DHS). The Privacy Officer reports to the CRL/OTE Assistant Administrator or his/her designee. Manages the Privacy Office and supervises staff members of that office. The Privacy Officer reports to the TSA Administrator on all matters relative to policy and administratively to the CRL/OTE Assistant Administrator. The Privacy Officer is a member of the Senior Leadership Team and regularly meets with the TSA Administrator.
Duties include:
Ensures that TSA complies with all privacy laws and regulations. As such, the incumbent formulates, develops, and implements initiatives which include overseeing the collection, use, and dissemination of personal information; coordinating with Information Technology on technological and administrative measures for the security of TSA data systems, processes, and facilities; communicating official TSA policies on privacy issues; ensuring that the use of technology sustains and does not erode privacy protection relating to the use, collection and disclosure of personal information; monitoring compliance with Federal privacy laws and regulations; implementing remedial and preventive actions; ensuring that Privacy Act systems of records, other notices, and Privacy Impact Assessments are accomplished; and assuring that TSA's privacy program reflects compliance, oversight, training and public accountability.
Serves as TSA's expert in the area of privacy matters and concerns.
Serves as the main point of contact for the DHS Chief Privacy Officer to implement privacy requirements and is frequently called upon by TSA and DHS and others as necessary.
Speaks at a variety of external engagements, including professional conferences and privacy advocate forums and seminars..
Meets with Congressional staff and Members and testifies before the Congress as an expert in highly complex privacy matters.
Communicates major privacy initiatives with a variety of internal and external constituents, including the media, industry stakeholders, various offices within DHS and other Federal agencies on broad policy issues relating to individual privacy.
Qualifications
To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Planning, administering, and managing an organization's Privacy Act Program; AND
Ensuring that privacy programs reflect compliance, oversight, training and public accountability; AND
Advising personnel, including high-level officials, on all aspects of the Federal Privacy laws, regulations, and guidance, including the Privacy Act and E-Government Act; AND
Serves as subject matter expert on privacy requirements in order to serve as an internal consultant and advise agency personnel at all levels; AND
Manages privacy incidents in conjunction with other officials within DHS and TSA.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
