The Deputy Associate Chief of Staff for Research (DACOS) is a Health Scientist position established within the Office of the Associate Chief of Staff (ACOS) for Research with significant administrative responsibilities, Located at the Ralph H Johnson VA Medical Center in Charleston, SC.

Duties

Duties included but are not limited to: Develops and/or reviews and approves policies and procedures for administration of the organization's research program. Develops Research Service objectives (goals), priorities and timelines. Approves research program development initiatives and collaborates with researchers, organizations and affiliate university to develop research projects that support Facility and VHA mission and objectives, and in doing this, strategically shapes the future of the Facility's Research program. Responsible for compliance with both VISN- and VACO-mandated research policies and guidelines, including those issued by the Office of Research and Development (ORD) and the Office of Research Oversight (ORO). Development of local Standard Operating Procedures and policies which meet these regulations. Monitors the effectiveness of the R&D Program's SOPs necessary to advance the research program in accordance with all principles, rules and regulations affecting research within the VA. Monitors compliance with the program requirements. Conducts program assessments and prepares reports necessary to appraise the ACOS and R&D Committee of current status. Identifies problems and negotiates corrective action concerning programmatic issues, administrative processes and strategic financial concerns. Lends supervisory support to staff (VA and WOC) working in the wet labs to assure these areas maintain compliance with all regulations and mandates. Reviews space needs of staff working on various research projects and interacts with the R&D Space Subcommittee and Medical Center Space Committee to ensure the needs of the Program are met. Reviews research proposals prior to their submission to VHA. Advises the investigator of the need to include budgetary requests for these items in their submissions. Evaluates the need for approval of local funding for lab assays and pharmaceuticals used in investigator initiated non-funded research. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,02/07/2024 . Basic Requirements: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accredited body recognized by the U.S. Department of Education at the time the degree was obtained. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Obtaining funding for clinical science research and development, developing program goals and suitable organizational structure for support of research projects, managing project funds and the personnel supported by funds, independently plan, organize and execute programs. . You will be rated on the following Competencies for this position: Administration and ManagementPlanning and EvaluatingProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Research experience and VA and/or NIH funding for aging-related research Physical Requirements: This position requires working at a desk, computer terminal and laboratory setting involving standing, bending, walking, sitting, reading, writing, carry light loads of materials (under 15 pounds), and frequent use of both hands.
