Duties

As a INSTRUCTIONAL SYSTEMS SPECIALIST at the GS-1750-11/12 some of your typical work assignments may include: Serves as an Instructional Systems Specialist and advisor to the Defense Nuclear Weapons School (DNWS) leadership to include the DNWS Dean of Academics. Provides direct oversight and serves as overall project manager in the Curriculum and Faculty Development (CFD) Branch. Models excellence and innovations across DNWS in Instructional Systems Design. Provides direction and models expert distance learning (DL) product design and development across a wide range of synchronous and asynchronous delivery methods. Manages curriculum products and provides oversight in compliance of Section 508 and copyright laws. Assists in continuous improvement of the DNWS Faculty Development Program to enable progressive development and excellence in teaching.

Qualifications

You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Demonstrated experience within the field of Instructional Design including maintaining knowledge and skills based on current research in learning effectiveness and evolving methods for online and in-person learning methods; Development of highly productive curriculum products for resident and distance/online learning; Experience in a faculty development program, and; Interpersonal and communication skills required to gain buy-in for learning innovations; OR B. Have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related; OR C. Have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Demonstrated experience within the field of Instructional Design including maintaining knowledge and skills based on current research in learning effectiveness and evolving methods for online and in-person learning methods; Development of cutting-edge curriculum products for resident and distance/online learning; Expert-level experience in a faculty development program, and; Interpersonal and communication skills required to gain buy-in for learning innovations. Specialized experience can be experience gained in teaching, instructional design, educational research, development of educational materials, development and management of distance/online learning, educational testing, faculty development and/or comparable activities in a school or other organization which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in education and training. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1750 series. *Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material; Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness; Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments; Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training; Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (Must provide transcripts) *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.

FOR GS-12: Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
