This position serves as a Contracting Officer's Representative (COR) for the Wewoka Indian Health Center in Wewoka, OK. Primary duties include contract development, contract surveillance, contract management, budget management, education, and liaison/problem resolution. Incumbent reports to the Administrative Officer.
Duties
Review and analyze procurement requests for contracts for completeness, adequacy of scope of work, availability of funds, compliance with laws, regulations and policies.
Monitor contractor's compliance with contract terms, conditions, and specifications.
Provide timely, consistent and comprehensive oversight of assigned contracts, delivery orders and task orders.
Provide guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; or researching acquisition regulations, policies, and other documents.
Maintain a file system to record performance in all acquisition phases such as, requirements development; pre-award activities; post award contract administration; and termination/closure of contracts.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-12-Develop acquisition plans, strategies, and budgets; perform market research; develop statements of work; Prepare acquisition planning documents including independent cost estimate reports; Evaluate vendor capability statements and proposals; Complete contractor performance assessment; Advise management on procurement objectives and strategies; Perform inspections, contract quality evaluations, and contract closeout.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
