Duties
As a Printing Officer you will:
Perform a full range of program management and technical and administrative activities including evaluating operations, conducting technical studies and implementing recommendations.
Provide team leadership to ad-hoc groups when conducting studies, convening task forces, completing special projects or implementing new publishing techniques.
Analyze technical, operational and administrative problems including guiding and coordinating planning, development and implementation of approved corrective measures, keeping management apprised of actions and decisions.
Collect, analyze and consolidate data on trends in the printed and electronic publishing industries both private and public.
Initiate special studies and projects to evaluate and improve operational and program efficiencies.
Prepare and present formal written and oral presentations to management and customers to promote awareness and recommend adoption of new processes.
Review and determine qualified bidders for the solicitation: contact prospective bidders to obtain quotes; certify that the material requirements of all bids received comply with the solicitation; prepare award file and recommending award based on best value to government; sign contract awards to selected bidder; and sign appropriate government obligation document.
Assign work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees; give advice, counsel, or instruction to employees on both work and administrative matters.

Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: leading and evaluating print operations which includes print procurement, contracts and specifications for print orders; and collaborating with internal and external customers on printing issues and/or resolutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
