Duties
Assisting operating officials in preparing their budget estimates, reviewing those estimates, negotiating with operating officials and preparing recommendation to management. Demonstrate a high level of integrity and sensitivity in working with the various individuals and groups. Coordinates and provides expert advice on policy, programs, and special requests received from Central Office, Financial Service Center (FSC), Chief, Fiscal Service and this medical center and could seriously impact on the accounting and funding received at this Medical Center. Continuously analyzes current programs and systems and determines areas which could be revised. If areas are having operating/financial problems, he/she motivates higher level management to accept changes to correct their programs. Analyzes and interprets financial impact cost studies performed on various medical center programs to promote effective management. Participates in both short and long-range planning activities and in this capacity can influence decision and actions that involve scope of program and overall policies and procedures at this VA Healthcare System. Shares full decisional authority in any area within Fiscal Service and this organization is fully responsible for the management of all monetary and physical resources, which includes accounting, financial counseling and reporting, required to carry out the VA Healthcare System's mission. Supervision of the day-to-day operation of each section in Fiscal Service and work jointly and in conjunction with Chief Financial Officer in the supervision and control of all station financial functions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS 13 position you must have served 52 weeks at the GS 12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
GS 13-Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with all facets of budgetary, accounting and financial policies, procedures and directives.
Experience with accounting and budget formulation/development and execution, payroll processing and financial planning.
Experience with computerized applications software programs such as cost analysis, operations, budget, etc.
Experience identifying, resolving and coordinating unusual accounting/budgetary problems.
Experience conducting detailed analyses and trends and effectively recommend proposals on new and/or current programs affecting the financial operations of an organization.
**Time in Grade and Specialized Experience are two completely separate items and bot must be met to meet minimum qualifications**

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Demands- The work is primarily sedentary. There may be some walking throughout the medical center campus. The work involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation. Good hearing and speech abilities are necessary in order to handle the extensive telephone contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. Occasional travel maybe required.
Work Environment-The work is usually performed in an office setting.
