This position serves in a permanent appointment as an Exhibits Specialist (Historic Preservation) in any organizational unit within the National Park Service (NPS). The primary purpose of this position is to work involved in the documentation, preservation, restoration, rehabilitation, and reconstruction of historic buildings, structures, and ruins for the purpose of historic preservation as well as public display, exhibit, and/or access.

Duties

Independently investigate, classify, and document the condition of assigned historic buildings, structures, and ruins for the purpose of determining and documenting original condition and alterations. Research building files, historic photos, reports, and records of previous work in order to determine where established preservation treatments must be adapted and/or revised. Conduct site visits to document, analyze, and identify deterioration in wood, stone, and masonry. Prepare detailed drawings that document missing areas and/or portions of historic buildings, structures, and ruins. Document and detail missing portions such as roofs, gables, chimneys, windows, shutters, masonry, stairways, hardware, flooring, walls, etc. Base drawings and findings on established park plans, established period designs, past project files, previous analysis of building fabric, and on the incumbent's knowledge of 17th to early 20th century period buildings, modern and historic building techniques and practices, and modern prevention measures and stabilization techniques. Serve as project lead and/or primary coordinator over the execution of conventional projects dealing with fabric and structural integrity of historic structures within the National Park Service (NPS). Provide drawings and instructions to crew craftsman and/or contractors to ensure a faithful duplication of original techniques and a blending of new areas and/or portions into the original historic fabric of the structure. Schedule and coordinate site preparation as well as project safety and logistics. Direct and/or perform the highly skilled craftsmanship peculiar to a restoration such as duplicating original features, the fabrication of special hardware, and the stabilization of decayed fabric. Oversee the completion of project work performed by project crews and/or contractors through negotiated or standard contract. Approve or disapprove payroll vouchers and/or billing invoices. Maintain frequent contact with contractors, suppliers, craftsmen, and appropriate labor unions. Ensure project compliance with established plans and specifications and necessary period craftsmanship. Monitor work continually and be observant in recognizing when work should be halted or reorganized as in the case of discovering new or previously concealed evidence which may alter the restoration. Report on work progress.

Qualifications

All qualifications must be met by the closing date of this announcement-02/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Successful completion of at least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work in the appropriate field, e.g., design, modelmaking, art, taxidermy, or restoration. Specialized experience is defined as: 1)Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; 2) Performing maintenance or construction work, including estimating material and labor costs for construction or maintenance projects related to modern and historic structures and utilities (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from ruins to larger structures); 3) directing actual work operations; and 4) maintaining appropriate contacts with the organization funding the project. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Related degrees include: illustrative design, commercial art, fine arts, industrial design, architecture, drafting, interior design, or other fields related to the position You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
