The primary purpose is to serve as Program Specialist (Prevention & Management of Disruptive Behavior Program Manager) reporting directly to the Learning Manager within the Learning Organization Department, led by the Designated Learning Officer. The PMDB coordinates a wide variety of activities related to Workplace Violence Prevention, with emphasis on leading the PMDB program and contributing to the Disruptive Behavior Committee (DBC) in the Iowa City VA Health Care System.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. Coordinate and manage all training activities associated with the Prevention and Management of Disruptive Behavior program.
Obtain certification as a facility and master level Prevention and Management of Disruptive
Behavior trainer within 90 days of hire and to maintain this certification as a condition of employment.
Conduct Prevention and Management of Disruptive Behavior training classes personally and in conjunction with other facility trainers.
Actively monitor the facility data to ensure our employees are trained within 90 days of arrival.
Assist coordination in other trainings for general violence prevention, sexual assault awareness, and other education related to violence in the workplace.
Actively participate as mandatory member of facility committees addressing disruptive behavior.
Annually schedule nearly 40 initial and more than 100 refresher trainings through automated
training systems and submit appropriate certification of completion documentation in same.
Provide administrative assistance in collecting, tracking, and reporting on data involving acute behavioral incidents in the hospital setting.
Provide Prevention and Management of Disruptive Behavior Training and Education material requested or required to fulfill all responsibilities.
Complete the national-level Prevention and Management of Disruptive Behavior Annual Training report to measure the effectiveness of the Prevention and Management of Disruptive Behavior program to complete training requirements based on risk levels.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develop, implement, and manage an effective training program, coordinate the training and certification of qualified instructors, analyze relevant program feedback, evaluate program effectiveness, and make recommendations for program improvement. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level.
Preferred Experience: Knowledge of theories, concepts, principals and techniques of adult education, educational psychology, instructional design, and curriculum development. Ability to design, evaluate, and develop employee development programs, training plans, course methods, materials and aids. Mastery trainer/facilitator skills, oral and written communication. Proficient experience using computer software, sufficient to develop statistical analysis, flow charts, graphs, etc. Previous experience in the professional education of health care providers and a significant part of the programs development.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This work will require physical effort, standing, walking, bending, sitting, and hands-on therapeutic containment activity with employees during demonstrations of the techniques. The employee will also be required to complete assignments involving long periods of standing, along with other physical requirements related to Prevention & Management of Disruptive Behavior (PMDB) instruction and demonstration.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office or building. This position will require occasional travel to other sites.
