This position is located in the Natural Resources Conservation Service (NRCS), Office of the Deputy Chief for Field Operations, State NRCS Office. The incumbent serves as a Geographic Information Systems (GIS) Specialist and is responsible for the application of GIS technology and the use of geospatial and attribute databases to research and analyze natural resource concerns for NRCS.

Duties

Provides expertise and authoritative consultation in the fields of GIS applications, cartography, and geospatial data administration for state GIS and Database Analysis architecture. Prepares reports and briefings on the analysis products and techniques. Serves as the GIS and Database Analysis authoritative source on the use of current metadata standards for spatial data and GIS protocols for meeting USDA guidelines on data and information quality. Assists in the design, development, and documentation of customized software programs that streamline and augment spatial analysis and map production, including production for web publication. Assists in identifying and defining agency priority landscapes for new NRCS Initiatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Basic Education Requirement: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education. Evaluation of Experience: Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373 .In addition to meeting one of the Basic Requirements listed above, applicant must also meet the following Minimum Qualification Requirement in order to be considered: Specialized Experience for GS-13 level: You must possess at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service, or comparable experience not gained through the Federal service. This experience must have equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, some examples of specialized experience include: Demonstrated experience in cartography, GIS applications, and geography data and metadata standards observed by government and industry; GIS technology and the use of geospatial and attribute databases; developing useful geospatial tools for analysis. There is no education substitution for the GS 13 level.
