Perform all duties of a journeyman Locksmith, assigned to the Maintenance and Repairs Section of the Facility Management Service, at VACHS San Juan, Puerto Rico.
Duties
Duties consist of the following, but are not limited to:
Coordinates with Service Chiefs of Facility Management (FMS) and Police to discuss special locking requirements and determine suitable locks to be utilized in solving security problems.
Improvises trade techniques to adapt locking mechanisms for uses to which they were not specifically designed, to hamper or prevent the use of standard neutralization techniques. Makes difficult judgments and decisions when modifying and reworking locking devices for special security objectives. Determine if locking devices have been tampered with.
Makes independent judgments in determining work sequence, selection and use of trade tools, and techniques applied. May be required to provide technical assistance and guidance to other staff at any location.
Performs visual and operational checks to locate trouble sources and determine best methods of correcting problems. Removes locks, disassembles, identifies worn or damaged parts, i.e., broken springs, jammed pins, bent discs, broken tail pieces, rust and corrosion. Lubricates and cleans parts, straightens bent parts, replaces broken parts, reassembles, tests and reinstalls devices.
Investigates and troubleshoots locking mechanisms that interrelate with equipment such as monitors, alarms, timing mechanisms, sensors and other equipment in complete security or surveillance systems. Disassembles lock, closely inspects for tool marks, abrasions, and misarranged parts which indicate the possibility of tampering. Improvises and applies advanced neutralization techniques.
Installs locks in doors, desks, office furniture, safes and other units as required by approved work orders only. Makes necessary alterations to locking mechanisms and units to assure correct fit. Replaces escutcheon and face plates on doors to change size of existing holes, measures and cuts off excess spindles, changes position of spline key to reverse lock case direction.
Picks locks as required in emergency situation when keys are unavailable, removes broken keys from keyways, corrects doors sag by tightening hinges and makes minor adjustments to door closures/coordinators to bring locking components into proper locking alignment.
Maintains materials and full set of tools and equipment. Requisitions and stocks all supplies required in performance of duty.
Works with computer to ensure that necessary information is on file pertaining to key issues to include area designation.
Reviews drawings/blueprints provided to determine type'\ of lock for new construction projects.
Provides management and customers with recommendations in matters regarding the most suitable locks to be used in solving specific security problems.

Physical Requirements/Working Conditions: Seldom requires lifting or carrying of items weighing in excess of 7 kilograms (15 pounds). Frequently stands, stoops, bends, kneels and works in awkward positions when installing and opening locks and emergency exit hardware on site. May be required to lift security containers weighing up to 23 kilograms (50 pounds) and heavier weights with assistance.
