This position is located within the Facility Management Department (FMD) of the Facility Support Directorate at the Captain James A. Lovell Federal Health Care Center in North Chicago, IL.
Duties
The major duties include but are not limited to:
Performs the full range of working leader responsibilities to include but not limited to assigns specific duties to subordinates and gives necessary instructions or on-the-job training; demonstrates proper work methods and procedures, determines production levels, and assures that required materials for accomplishment of assigned tasks are available; answers questions of employees; makes informal evaluation of the work performance of employees; keeps employees working, makes certain that there is enough work to keep everyone in the work crew busy; maintains discipline and develops morale; enforces proper use of safety devices and assures proper use of tools, materials, and equipment; urges work crew to follow instructions received for completing the work and ensures that all deadlines set by supervisor for assigned projects are met, etc.;
Keeps immediate supervisor posted on day-to-day progress of assigned projects and informs the supervisor of any unanticipated work delays;
Serves in the absence of the Operations Foreman Supervisor and will be expected to accept the full responsibility for the entire production of the Service Unit, as well as managerial responsibilities such as administrative duties, (i.e., job assignments and other tasks associated with the daily routine of the Service Unit);
Operates heavy-duty gasoline and diesel engine powered automotive and construction equipment, (e.g., bulldozers, pay loaders, tractors, back hoes, front end loaders, dump truck (up to 5-tons), and similar equipment);
Repairs and applies preservatives, as necessary, to protect the equipment from sprays and insecticides;
Operates various types of riding mowers, power mowers, and tow behind equipment;
Prepares forms, proper pitch and pouring of sidewalks, steps, curbing, concrete pads, and other forms of concrete work as deemed necessary;
Applies various fertilizers to new lawns and repairs established lawns by properly installing new sod and/or seeding as needed during seasonal planting times;
Utilizes small tools (e.g., hammers, screw drivers (electric and manual), pliers, vise grips, wrenches, levelers, etc.,) to perform all types of manual labor;
Operates select pieces of snow removal equipment (snow shovels, walk behind snow blowers and salters, various types of plows) to remove snow from sidewalks, walkways, roadways, etc.;
Prepares specifications necessary for an adequate contract, inspects contracted work in progress, certifies acceptability, and may be asked to obtain Contractor Officer Representative (COR) level I certification; and,
Performs other duties as assigned.
Work Schedule: Monday through Friday, 6:00 am - 2:30 pm. May be asked to change schedule depending on current needs of Facility Management Department and seasons. During excessive snow, will be required to come to the facility during all hours of the night for snow removal.

Qualifications
Physical Effort and Work Conditions: Work performed requires frequent stooping, climbing, standing, walking, squatting, kneeling, and working in awkward positions or cramped areas. Frequently, lifts and carries items weighing up to 50 pounds. Objects weighing over 50 pounds are lifted by equipment or with the assistance of other workers. Additionally, heavy physical exertion may be required at times and climbing to considerable heights may be necessary while making inspections or giving instructions.
Work is generally performed inside and outside, during the day (and night for snow removal), subject to inclement weather. May be exposed to normal hazards found in construction areas, high or low temperatures, or adverse weather. Works in poorly ventilated areas, hot spots, cold spots, and very cramped quarters/spaces. Subject to working in varying temperatures while performing assignments in poorly ventilated areas, confined spaces with permit, cramped quarters, or under adverse weather. Wears personal protective equipment when working on energized circuits.

COMMERCIAL DRIVER'S LICENSE (SCREEN OUT): A current and valid state-issued Class B or higher Commercial Driver's License (CDL) with Air Brake Endorsement is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your CDL driver's license with your application package. If an interview is requested, you will be required to provide a copy of your current and valid state-issued Class B or higher Commercial Driver's License with Air Brake Endorsement.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
