The mission of the Department of Labor Employment and Training Administration (DOL ETA) is to contribute to the more efficient functioning of the U.S. Labor market by providing high quality job training, employment, labor market information and income maintenance services primarily through state and local workforce development systems. Positions are located within the ETA, Dallas Regional Office.
This position is inside the Bargaining Unit.
Duties
The major duties of the Workforce Development Specialist position include, but are not limited to, the following:
Manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her portfolio. Performs analyses of grant-related data, policy and program issues and applies problem solving techniques to address issues.
Provides compliance assistance and ensures grantees deliver agreed upon products and services, achieves negotiated performance outcomes, and operates in accordance with programmatic, administrative, and budgetary requirements.
Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to evaluate the grantee's progress towards meeting the goals specified in the grant agreement with DOL ETA. Assesses the quality of the program and services. Ensures that grant activities are being conducted in compliance with the grant management and applicable Federal regulations.
Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures.
Engages in on-going communication with grantees in order to identify and resolve issues.
Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies.
Conveys information in a clear, succinct, and organized manner.
Prepares and delivers presentations to various internal and external audiences.
Prepares monitoring reports upon the completion of a monitoring review.
Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders.

Workforce development is definedas a combination of education and training services that prepares individuals for work and helps them improve their prospects in the labor market. These services may include job search assistance, career counseling, occupational skill training, classroom training, or on-the-job training.
The Workforce Innovation and Opportunity Act (WIOA) is landmark legislation that is designed to strengthen and improve our nation's public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers.
The Reemployment Services and Eligibility Assessment (RESEA) Program, permanently authorized under the Social Security Act, has four purposes: (1) reduce unemployment insurance (UI) duration through improved employment outcomes; (2) strengthen UI program integrity; (3) promote alignment with the vision of WIOA; and (4) Establish RESEA as an entry point to other workforce system partners. Participating state agencies meet these purposes through one-on-one assessments of the claimant's continuing UI eligibility; support in the development of an individual reemployment plan; customized career and labor market information; enrollment in Wagner-Peyser Employment Services; and information and access to other American Job Center services and resources that support the claimant's return to work.
Requirements
- Must be at least 16 years old.

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Workforce Development Specialist position as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for the GS-12 position includes ALL of the following:
1. Interpreting and applying knowledge of Wagner-Peyser Act, Workforce Innovation and Opportunity Act (WIOA), Federal Unemployment Tax Act (FUTA), Social Security Act (SSA), and other Federal regulations and requirements governing the Reemployment Services and Eligibility Assessment (RESEA) program grants and/or contracts; and
2. Providing policy advice to a state agency senior official (including a state unemployment insurance or workforce development director, Executive Director, general counsel, or State Administrator); or supervising staff accountable for establishing, reviewing and approving policy and procedures for or delivery of the RESEA program; and
3. Analyzing grant-related data, determining compliance with policy, and applying problem solving techniques to address RESEA program and fiscal issues; and
4. Delivering technical assistance and training on state RESEA programs/projects that include policies and procedures.
