Serves as senior interior designer responsible for planning, design, and review of new and/or extension, conversion or modernization of existing interiors of buildings or facilities located at the VA Medical Center in New York, NY. Incumbent provides expert advice on interior design principles and applications; for such diverse projects as Medical Ward renovation/construction, Administrative office renovation/construction, patient and visitor areas, Community Housing Areas and dining halls.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include, but are not limited to: Provides expert advice to customers on the selection and design of essential items of equipment and furnishings to ensure maximum durability for longevity, aesthetic value, life expectancy, functional space arrangements, flow planning, etc. Selects appropriate textures/fabrics, floor coverings, furnishings materials, signage/graphics, and furniture materials/ systems to create optimum interior spaces to meet customer needs. Establishes and maintains extensive, up-to-date design resource library to include current samples of construction materials, furnishings, equipment, product literature and GSA contracts and schedules. Develops design plans considering such factors such as function, user needs, energy use, building codes, durability and life cycle costs, effective space planning, aesthetics and economics. Prepares complete interior design drawings in compliance with agency criteria and needs of the project including floor plans, interior elevations, section details, perspectives and finishes. Reviews, evaluates and determines adequacy of shop drawings, samples, certificate of compliance, laboratory analyses, paint certifications and other submittals and data from contractors covered by Government contracts. Places requests for purchase orders though issued Purchase Cards or IFCAP and follows through the budget, supply and procurement, delivery and payment process to insure a smooth flow of materials and services to the Service and the Medical Center. Evaluates and/or recommends work to ensure interior design excellence and compliance with regulations and design criteria. Ensures that the design has utilized appropriate codes, technical manuals, etc., including zoning, OSHA, life safety, handicapped provisions, etc. Performs other duties as assigned. Qualifications

To meet the minimum qualifications for this position, you must have: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Interior Designer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Building and ConstructionDesignProject Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work within the office is sedentary except for occasional field surveys and construction site inspection trips. Such trips involve a considerable amount of physical activity, including walking, climbing, bending and stooping. Work is performed primarily in an office setting although there are occasional site visit trips.
