This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.
Duties
As a Program Analyst (Energy), you will:
Ensure policies, programs, and initiatives related to energy and water efficiency and climate change are implemented in an efficient manner and are coordinated through interoffice and interagency partnerships and joint initiatives.
Analyze new or proposed program policies and their impact on current assisted housing policies and operations.
Serve as a subject matter expert in partnership with the Department of Energy and other Federal agencies, as necessary, to provides policy and program support for the development of energy efficient guaranteed loan programs for financing energy efficiency in HUD-assisted programs, utility rates, utility efficiency programs, and carbon reduction strategies.
Conduct briefings to high-level managers on the status of certain policy issues or evaluation studies.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
Analyzing agency policies and practices and develops realistic recommendations for improvement at creating more energy and water efficient and environmentally sustaining assisted housing properties; AND
Developing standards, procedures or guidelines to communicate program requirements to stakeholders; AND
Designing and developing interoffice and cross-agency policies, standards, programs, and initiatives to reduce energy and water consumption and costs that ensure energy and water efficiency is integrated into ongoing programmatic and field operations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
