The primary purpose of this position is to maintain, inspect, install, repair, replace, and modify liquid fuel storage and distribution systems and their electrical components and to perform journey level pipefitting and plumbing duties such as repairing and modifying water supply, sewage disposal, gas distribution, oil lines, and similar utility systems and equipment.

Duties

- Inspects and tests fuel receiving, storage, and distribution facilities and performs preventive maintenance on fuel systems and components. Performs all phases of liquid fuel system and component maintenance including preventive maintenance, troubleshooting, repair, and modification. - Installs, modifies, and repairs new and existing high-pressure piping systems and equipment such as steam heating, and hydraulic systems, condensate, vacuum, and circulating pumps, and radiators. - Plans and lays out installation, repair, and/or modification of high-pressure piping systems and equipment applying and interpreting information in blueprints, charts, and sketches. Independently installs, modifies, repairs, and maintains a variety of new and existing utility, supply, and disposal systems and equipment such as sewage, water, oil, and gas distribution systems, and water closets, tubs, backflow prevention devices/assemblies, fire sprinkler systems, and showers. - Troubleshoots/tests various plumbing systems and equipment including backflow prevention devices such as reduced pressure principle devices, double check devices, atmospheric vacuum breakers and other cross connection -Troubleshoots and repairs problems in the electrical components of liquid fuel distribution systems. Performs electrical inspection of electro-mechanical components. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200, Plumbing and Pipefitting Family, 4206 series. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a FUEL DISTRIBUTION SYSTEM MECHANIC (PIPEFITTER/PLUMBER) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of fuel distribution and storage systems. Knowledge of the physical properties and hazards associated with tl1e handling of various types of petroleum fuels. 2. Knowledge of preventive maintenance and inspection techniques as applied to fuel distribution and storage systems. Knowledge of the troubleshooting, maintenance, and repair of electrical components such as electric motors, disconnect switches, starters, contractors, solenoids, and magnetic switches. 3. Knowledge of equipment assembly, installation, operation, and repair, to include routing, placement, slant, slope, and fall of systems. Knowledge of technical practices in order to plan, lay out, install, modify, troubleshoot, and repair various systems and equipment. Knowledge of safety regulations, procedures, and practices. 4. Skill in calibration of fuel dispensing systems and tank and pressure gauges. Skill in techniques used to measure, cut, thread, join, and fit piping and tubing. 5. Skill in installing, modifying, and repairing new and existing utility, supply, and disposal systems and equipment without more than normal supervision. Skill and ability in using shop mathematics, measurement, and lay out such as angles, arcs, and circles. 6. Skill in using and maintaining tools and equipment such as rules, levels, plumb bobs, dividers, various gauges and meters, various drain cleaning devices hydrostatic pumps, and torches. Skill in troubleshooting difficult or hard-to-detect leaks and operating problems. Ability to analyze deficiencies and diagnose malfunctions of system components such as automatic control valves, pumps, flow meters, etc. Physical Effort: Performs work, which involves frequent bending, reaching, crouching, kneeling, crawling, stooping, standing, arm movement, and climbing. Sometimes must work in awkward, tiring or uncomfortable positions, or cramped areas. Frequently lifts, carries, and sets up parts and equipment weighing up to 50 pounds and occasionally lifts items weighing over 50 pounds using jacks, hoists, or helpers. May be required to make repairs and installations from ladders, scaffolding, and platforms and to enter bulk storage tanks through tank manholes 24 inches in diameter. Working Conditions: Work is performed inside and outside and may be subject to extreme heat and cold and hard, damp floors or surfaces. Work is usually dirty, dusty, and greasy. may be required to make installations and repairs outside during inclement weather. frequently exposed to the possibility of cuts, scrapes, strains, bruises, burns, infections, and skin abrasions. Subject to skin irritation from fuels and oils; exposure to noxious fumes or toxic vapors; and danger of fire, explosion, electrical shock, and asphyxiation. Occasionally exposed to the possibility of broken bones. May be subject to claustrophobic conditions and the wearing of cumbersome breathing equipment when performing periodic cleaning of the interior of bulk storage tanks,. Works around machinery or moving parts. May wear and use uncomfortable protective clothing and safety devices such as protective eyeglasses, ear devices, hard hats, hard-toe shoes, respirators, and gloves for long periods of time PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
