The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
Major Duties and Responsibilities:
Complementing but not duplicating work undertaken by Intelligence Community (IC) elements and other Federal departments and agencies, the ODNI's Science and Technology Engagement Program (STEP) will advance the mission of the IC by harnessing existing and robust technological and innovative ecosystems and the talent of like-minded partners around the United States to better identify, coordinate, and integrate solutions to the IC's science and technology (S&T) challenges, derived primarily from the National Intelligence Managers' Unifying Intelligence Strategies. This effort will help support the mission requirements of ODNI's Federal partners, afford regional management of an expanding set of contracts, and advance a key goal of ensuring that the ODNI has the skills and knowledge needed to meet current and future S&T mission requirements of the ODNI and the IC. This assignment is a Two (2) + One (1) PCS to San Francisco, CA.
Represent the Assistant Director of National Intelligence for Science & Technology (ADNI for S&T) to regional IC/DoD and other federal, state, and local government partners with an S&T-focused mission, and leverage partner resources and expertise to advance program goals and help support partners' mission requirements, as appropriate.
Identify and evaluate innovative technologies, scientific research, and concepts that may solve the IC S&T Needs captured in the FY2022-2026 ODNI S&T Investment Landscape; prepare written evaluations, as needed, focusing on technical feasibility, practicality of application to mission, and technical maturity.
Identify, champion, and catalyze partnership and investment opportunities to advance IC capabilities and solve IC S&T Needs by leveraging a whole-of-nation approach to innovation.
Represent the ADNI for Science & Technology by serving as a regional liaison partner to the Defense Innovation Unit.
Accelerate technology acquisition and adoption through established and new USG partnerships.
Work with State, Local, Tribal, and Territorial entities; Small Disadvantaged Businesses (8a); minority serving institutions; and underserved communities to support the local tech ecosystem and identify opportunities for S&T investment in areas where mission requirements can be met.
Represent the ADNI for Science & Technology at regional meetings, conferences, and other public forums to foster and cultivate partnership opportunities with other IC components, the private sector, and academia.
Prepare expert findings, reports, briefing papers, and other communication vehicles; serve as a principal advisor on the policies and procedures governing S&T intelligence information.
Conceive, cultivate, develop, and sustain professional networks across the IC and in operational and analytic communities.
Seek opportunities with regional organizations to build on the IC's talent acquisition and management strategy to establish a pipeline for recruitment of a premier IC workforce, focusing on STEM, and emphasizing the key values of diversity, equity, and inclusion.
Serve as point of contact for regional University Affiliated Research Centers (UARC) and Federally Funded Research and Development Centers (FFRDC) with respect to their ongoing efforts in support of ODNI and IC initiatives.
Lead the development and presentation of findings, conclusions, options, and recommendations to ODNI and IC senior management.
Expose IC personnel to the practices and culture of the private sector, and vice versa, by expanding upon the IC's Public Private Talent Exchange program.
Lead, plan, and conduct initiatives to ensure teams maintain a comprehensive awareness of the IC's S&T needs.
In collaboration with other ODNI elements, establish a robust academic outreach effort that includes additional intelligence officers in residence and university fellowships.
Qualifications
Mandatory Requirements:
Expert knowledge and experience with the IC's technology community, including research and development entities, and broad understanding of the organizations, missions and functions, and operating practices of the IC.
Expert experience with work of major importance and scope as to affect technical policies of a major department or agency, have a significant bearing on legislation, or involve equivalent implications.
Superior ability to provide leadership, oversight, and guidance to the effective management of complex projects; superior ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive project plans; superior ability to estimate costs and other resources using quantitative analysis to project requirements.
Expert knowledge of and experience with any of the following: programmatic management, financial management, strategic planning, systems analysis, evaluation techniques, or performance management.
Superior interpersonal, organizational, and problem-solving skills, including superior ability to work effectively both independently and in a team or collaborative environment.
Superior ability to lead studies, initiatives, or projects across multiple IC elements through superior collaboration, negotiation, or facilitation.
Expert experience examining program/project successes and failures and making expert recommendations to improve products and services; superior ability to deal with service failures and prioritize customer needs.
Expert experience with work involving high levels of uncertainty and the balancing of conflicting interest of extreme intensity.
Superior oral and written communication and interpersonal skills and the superior ability to work effectively with peers and leaders from across the IC and Department of Defense.
This position will be a PCS assignment for 2 + 1 in San Francisco, CA.
Bachelors required.
Desired Requirements:
Ten or more years of specialized experience planning, managing, or directing the successful efforts of a government department/agency or private sector or academic organization.
Master of Science degree in a science, math, or engineering discipline preferred.
Based on assignment, may require COTR Certification and proven track record as Contracting Officer Technical Representative (COTR).
