This position is located within the Department of Veterans Affairs Debt Management Center (DMC), within the Office of Finance (OF), Office of Management (OM). The DMC provides strategic and operational leadership for debt related legislative matters in the Department ensuring consistency with policy, law, and regulation.

Duties

Responsible for providing detailed, timely, and accurate information in support of the semi-annual reports process to Congressional stakeholders. Monitor legislative proposals and bills affecting VA, communicating updates and key developments to leadership. Coordinate logistical needs for assigned legislative meetings to include leading pre-briefings sessions. Execute assigned projects, including setting deadlines, assessing priorities and risks, determining resource needs, scheduling and facilitating meetings, and making and communicating adjustments as needed Prepare information on VA policies, plans, programs, and operations in response to inquiries received from congressional sub-committees. Research, develop, and communicate recommended action steps as laws are codified which impact the department. Coordinate legislative activities related to VA debt policy and programs between the leadership of the Debt Management Center (DMC) and congressional staffers. Perform other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: To qualify at the GS-14 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Managing the principles, practices, and procedures of the legislative processes and initiatives; (2) Researching, interpreting and analyzing to recommend courses of action and draft legislative proposals; (3) Developing and implementing programs based upon new or revised legislation; (4) Gathering information to identify issues and develop recommendations; (5) Communicating to high-level management preparing statistical, program and financial data and prepare detailed narrative reports; AND (6) Organize, plan, and coordinate program related modernization projects and efforts. Please Note: There is no provision to substitute education for specialized experience at the GS-14 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
