The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work involving pipefitters, heating equipment mechanics, refrigeration mechanics, heating control technicians, electricians/kitchen equipment mechanics, and insulation and/or asbestos abatement of 354 CES/CEOIH HVAC Shop.
Duties
- Performs work planning responsibilities. Plans on a daily, weekly or monthly basis the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group.
- Performs work direction responsibilities. Works with a group of civilian and military personnel engaged in the maintenance, repair, installation, and operations of all HV AC and A/C systems, manned and unmanned plants, and their components.
-Performs administration responsibilities. Participates with employees in the development of performance plans. Advises employees in advance of performance expectations and explains new work techniques, as required.
- Provides a work environment that is free from all forms of discrimination, harassment, and retaliation.
- Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives.
Requirements

- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
- Required to obtain and maintain an Asbestos Supervisor's Certification within 12 months of appointment.
- Must be able to obtain and maintain a secret security clearance.
- Must be able to obtain and maintain a Boiler Operator Class III license within 24 months of appointment.
- Must be able to obtain and maintain a Universal Refrigerant Certificate within 6 months of appointment.
- THIS IS A KEY POSITION. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- Work will require occasional travel away from normal duty station via military or commercial aircraft.
- A physical is required. Physical Efforts: Employee must reach, push, pull, walk, stand, stoop, bend, kneel, climb, crawl, stretch, and work in awkward and ramped positions in hard-to-reach areas, and may need to work from ladders, scaffolding and
- other devices to perform and/or inspect completed work. Must be able to enter permit and non-permit confined spaces (e.g., utilidors) to perform and /or inspect work. Work requires employee to wear appropriate respiratory protection and personal
- protective equipment during activities requiring this protection.
- Working Conditions: The position may require the employee to work under adverse environmental conditions inside and outside regardless of the weather in areas that are extremely confined, noisy, dirty, greasy, uneven, and slippery.
- Must be able to pass a drug test. This position requires Lead/Supervisory duties.
- This position has been identified as "Inclement Weather Essential." Unless otherwise notified, employees identified as being Inclement Weather Essential personnel are expected to report to duty when base leadership has declared
- "Minimum Manning" due to inclement weather. It is understood that additional employees may be recalled as needed for mission accomplishment.
- Work may require employee to work a non-standard schedule and may require employee to work overtime.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal
- Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7 “Screening the Ready Reserve”)
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of the position without more than normal supervision.

3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised.

5. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
