You will serve as a Budget Technician with responsibility for performing and conducting a variety of support work in the areas of budget and fiscal, procurement and supply, data processing, personnel support duties, and program record-keeping.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Assists the direct supervisor, Assistant State Director, State Director (SD), Budget Analyst, or other personnel in the development, forecasting and tracking of workloads, and expenditures. Provides technical support on procedural matters and complete required documents for submission. Examines historical data and collects information to determine the annual fiscal needs for use in developing operating budgets. Monitors and examines reports, and advises either a SD, District Supervisor(s), Budget Analyst, or other personnel, the results of the evaluation to use in managing resources and programs. Retrieves and reviews FMMI reports and multiple program ledgers to assure they are in balance and accounting data is valid, and adherence to prescribed regulations and procedures. Maintains control systems for miscellaneous payment documents such as AD-700 (Purchase Orders), VISA, SF-1164 (Claims for Reimbursement), Payment Receipts and submissions (APHIS 94). Responsible for credit card purchases when directed. Uses budget object class codes and accounting codes to ensure expense is charged to the proper account. Responsible for maintaining files in accordance with the APHIS/WS records management system. Assists with reviewing a variety of administrative reports and records to assist in assessing needs in managing resources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience following established procedures to maintain time and attendance, personnel files, inventory database, and/or travel database. Knowledge of the following electronic platforms: Windows, Excel, Word, PowerPoint. Experience providing customer service in an office setting. OR 4 years of education above high school. Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-06 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience assisting in reconciling accounting ledgers in accordance with organization procedures. Experienced in retrieving data from accounting systems (e.g., FMMI, ACMS, etc.) and examining reports in order to advise management or senior budget analyst in managing resources or programs. Experience with reviewing financial documents for accuracy, fiscal control, and compliance with policies and directives. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
