The White Sands Test Facility is seeking multiple project managers, engineers, and scientists to assist in the administrative and technical oversight necessary for accomplishing the NASA Mission. You will provide leadership and guidance in planning, design, construction, modification, operation, and maintenance of various institutional and aerospace facilities and utilities used in the conduct of aerospace research, development, and operations programs.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Manage projects, develop test systems, and/or test aerospace materials as a project manager, general/aerospace/electrical engineer, or physical scientist in areas like facility systems, facility and test infrastructures, and space flight hardware. Generate and apply theories, principles, practical concepts, processes, and systems related to engineering design, standards, codes, and techniques in support of a variety of Center Infrastructure, Program projects and NASA’s mission. Provide oversight of on-and off-site contractors’ performance to ensure contractual obligations are met and government resources are expended in an economical and beneficial manner. Oversee the design and execution of complex projects with multiple subsystems, services, capabilities, or products that support NASA functions, programs, or projects. Use established criteria and professional judgment to modify or design, construct, and utilize laboratories, facilities, equipment, or processes to support Center program and Agency goals. Serve as a Leader on multi-disciplined, cross-organizational, and complex design, construction, fabrication and testing projects utilizing traditional engineering science disciplines e.g. mechanical, electrical, materials, industrial, and chemical. Perform multiple functions which may include, planning, research, design, development, test and evaluation, cost analyses, program, and project management. Handle environments of rapid change, hazardous conditions and competing priorities rationally and quickly. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Supporting project management, test system development, and/or aerospace materials/hardware testing in areas such as facility systems, facility and test infrastructure, and space flight hardware; Working alone or within a team in the resolution of problems such as hardware problems, procedural or policy issues, and/or operational issues; Assisting with budget, infrastructure improvement proposals, risk-based assessments, advocacy presentations and/or other aspects of strategic planning and operations. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Managing projects, developing test systems, and/or testing aerospace materials/hardware in areas such as facility systems, facility and test infrastructures, and space flight hardware; Leading teams in the resolution of problems such as hardware problems, procedural or policy issues, or operational issues; Managing budgets, development of infrastructure improvement proposals, risk-based assessments, advocacy presentations and/or other strategic planning and operations. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
