You will serve as a PURCHASING AGENT in the HQSVC BN, SUPPLY DEPARTMENT of MARFORCOM NORFOLK.

Duties

You will be responsible for the administration of the command Government-wide Commercial Purchase Card (GCPC) program. You will establish new Agency Program Coordinators (APCs), FAPCs, Approving Officials (AO), and Cardholders (CH). You will communicate with GCPC program participants; acting as both a subject matter expert on all facets of the GCPC program in addition to being a customer service representative and liaison to the banking institution. You will purchase specific supplies or equipment pertaining for a specific type of service or rental. You will review documents for completeness and decide what would be the appropriate method of procurement; (i.e./ credit card, Blanket Purchase Agreement, purchase order, delivery order, task order, commercial contracts).

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • The employee may be required to work scheduled or unscheduled overtime on an emergency basis.
  • The employee is required to pursue continuous professional education as mandated for all DoD purchasing participants.
  • You will be required to complete 80 hours of Continuous Learning Points (CLPs) every two (2) years.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Administrating the Government-wide Commercial Purchase Card (GCPC) program for a command and other supported commands; AND facilitating appropriate and timely procurement processing to satisfy diverse technical requirement for approved materials and firm-fixed priced services. GS-08: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Assisting with the administration of the Government-wide Commercial Purchase Card (GCPC) program for a command; AND facilitating appropriate and timely procurement processing.
