Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement,Office of the Chief Financial Officer (OCFO), in Irving, Texas.
This is a non-bargaining unit position.
Duties
As an Supervisory Accountant, at the full performance level you will perform the following duties:
Provide advice on the interpretation of accounting regulations, and the impact of new legislation or agency program initiatives;
Plan, develop, and coordinate financial management improvements necessary to comply with Agency financial legislative regulations, the Federal Managers' Financial Integrity Act, the Government Performance and Results Act (GPRA), and Office of Management and Budget (OMB) directives;
Identify a need for and knows where or how to gather information; organizes and maintains information or information management systems;
Lead and perform internal control reviews, on-site reviews, and other evaluations of assigned systems and functions to assess area for data adequacy, safeguards of assets, effectiveness of systems employed, reliability of information and compliance with law and regulation; and
Direct the administrative, technical, and professional record keeping accounting functions to ensure the effectiveness, efficiency, and productivity of the financial operations.

BASIC EDUCATIONAL REQUIREMENT: You must meet the basic educational requirement for this position. The Office of Personnel Management's (OPM), Individual Occupational Requirement (IOR) for the Accounting, 0510 series are as follows:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
MINIMUM QUALIFICATIONS: In addition to meeting the above basic educational requirement, you must also meet the following minimum qualifications:
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
Planning and ensuring performance of a large number of concurrent and complex financial systems, and portfolio management;
Managing and maintaining the financial systems and their interfaces from the functional accounting, financial reporting and payroll perspective;
Providing analysis and advice regarding accounting programs and financial systems to management and hire level officials;
Planning and implementing internal controls of existing and proposed processes to ensure financial integrity, system integrity and conformance to Federal laws and regulations.
