The duties of this position include but are not limited to the following:
The incumbent assumes the supervisory and administrative responsibility for the management of a team or program within the Mental Health Division. The incumbent may be assigned to any of the treatment services - inpatient, outpatient, residential, and/or community - within the division including the Substance Abuse Treatment Program (SATP), the PTSD Clinical Team (PCT), the Opiate Treatment Program (OTP), Primary Care Mental Health Integration (PCMHI), Acute Psychiatry, RRTP, or one of the Behavioral Health Interdisciplinary Programs (BHIP). The incumbent may be stationed at the Portland or Vancouver campus, or any CBOC location.
The incumbent operates as a supervisor for the division, reporting directly to a senior PCL manager or division leadership. Clinical staff under the direction of this Supervisory Social Worker may include psychiatrists, psychologists, nurse practitioners, nurses, and social workers. The incumbent may also assume supervisory responsibilities for other programs and staff as assigned. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual and group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the clinical staff of the assigned programs. The incumbent will ensure the employees whom they supervise are aware of and adhere to all current directives of VHA, and meet current Joint Commission standards, state licensure standards, and V A-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing and oversight bodies.
The Supervisory Social Worker for the Mental Health Division responsibilities include overseeing the scope of practice and professional development of social workers within their program. The Supervisory Social Worker for the Mental Health Division works closely with the Social Work Executive to implement policies and procedures relevant to the social work discipline. The Supervisory Social Worker may act as one of the Social Work representatives on the Mental Health Executive Council and on Medical Center committees.
The incumbent supervises all Mental Health Division employees assigned to their work unit. The incumbent performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system; observe workers' performance; demonstrate and conduct work performance critiques; and provide informal feedback and periodically evaluate employee performance.
The social worker will use advanced knowledge and mastery of theories of mental illness and specialized treatment to develop a diagnosis and treatment plan. The goal of the diagnosis and treatment plan is to highlight the Veteran's strengths, limitations, internal/external supports, and service needs to optimize the Veteran's functional status. The assessment process is conducted from a recovery perspective and the focus of treatment is the Veteran's recovery goals. The social worker provides goal planning, evaluation, and intervention with serious and complicated, highly diverse cases involving substance abuse and psychiatric illness. He/she demonstrates an understanding of current and advanced techniques to the treatment of this Veteran population related to their physical limitations, psychological needs, psychiatric conditions, environmental needs, and age associated illnesses and conditions.
The social worker is responsible for contributing to the interdisciplinary treatment plan and independently develops a social work plan that includes setting achievable treatment goals with the Veteran and/or family. The incumbent demonstrates an understanding of the range of treatment and skills needed for all adult patients including geriatric patients related to their physical limitations, psychological needs, and age associated illnesses and conditions.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education - Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Supervisory Social Worker, GS-12:
(1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.

The full performance level of this vacancy is GS-12. You may need to be boarded at that grade if not already a GS-12 Social Worker.
