You will serve as a MANAGER in the Corporate Operations Department of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will be responsible for providing authoritative, strategic counsel to Division leadership regarding public affairs and congressional affairs matters as well as effectively managing public affairs and congressional affairs issues for the Command You will advise Division leadership on policy decisions, courses of action, and ramifications related to internal and external communication. You will set, direct, evaluate, and determine the critical aspects of long-range plans, goals and objectives, budgetary and staffing needs, and solutions for these programs, and will be accountable for their success. You will develop relationships with media outlets, industry representatives, trade associations, civic groups, and government agencies at the national and local levels.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing management and oversight of a public affairs program to improve an agency's communication with external groups and develop new information materials (e.g., agency internet sites, news releases, fact sheets, brochures, booklets, broadcast spots, etc.) aimed at enhancing the public's understanding of the agency's program.
