The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Kirtland Public Affairs Office and associated activities including: media operations, internal information, civic outreach, security and police review, environmental public affairs, and multimedia responsibilities.

Duties

Plans, organizes, and directs the activities of the Kirtland Office of Public Affairs ensuring that Public Affairs complies with legal and regulatory requirements amd meets customer needs. Exercises supervisory personnel management responsibilities. Represents Kirtland AFB and Public Affairs with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Public Affairs Series 1035. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, policies, and practices of a Public Affairs program. Knowledge of safety and security regulations, practices, and procedures. Knowledge of written and oral communication and visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities. Ability to provide management oversight for Public Affairs activities assigned to an Air Force major command or to a unified combatant command. Ability to provide direction, staff advice, and assistance to subordinate installation or component Public Affairs functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities to develop intercommunication between the organizations and a variety of audiences. Ability to communicate effectIvely, both orally and in writing, producing written information for audiences with different levels of understanding. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Skill in working with people to maintain effective working relationships with groups interested in or affected by public affairs programs or policies. Complete mastery of all commonly accepted writing and editing techniques and skill in applying those techniques in supervising the preparation of speeches and other personal statements for high ranking Air Force officials. Knowledge and general understanding of Air Force, Air Force Materiel Command , and Air Education and Training Command programs and policies related to public affairs programs at an Air Force base. Ability to direct diverse Kirtland and component public affairs elements in a crisis/emergency situation, so as to handle time-sensitive actions efficiently and quickly, minimizing or avoiding damage to the ability of the command to perform its mission. Knowledge and skill to advise Kirtland Commanders on all aspects of public affairs programs, recommend Strategies, and establish standards for the development and evaluation of long-range public affairs programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
