This position is located in the National Call Center for Homeless Veterans (NCCHV) at the VA Health Resource Center. The primary purpose of the position is to provide second line supervision and management support for staff performing program activities in support of the National Homeless Veterans Program.
Duties
Major Duties include but are not limited to:
Perform administrative and human resource management functions relative to staff supervised.
Establish guidelines and performance expectation for staff, which are clearly communicated through the formal employee performance management system.
Analyzes individual employee and section performance and productivity on both a qualitative and quantitative basis in relationship to established goals and objectives.
Evaluates processes and procedures in place and provides recommendation to the Supervisory Program Specialist for more effective organizational functioning when appropriate.
Evaluates the impact for new or revised policies and procedures on the existing organizational structure.
Performs multi-functional studies and special projects, prepares and coordinates data from sources throughout VHA and HRC elements to establish new or modified work methods/business procedures and guidelines.
Identifies, analyzes, and interprets planning guidance into comprehensive briefings on the effective and efficient work processes within the organization.
Develops recommendations related to the implementation of new or modified programs or projects.
Provides guidance and assistance to Supervisory Program Specialists to resolve issues without the involvement of a higher level supervisor or manager except in unusual escalated instances.
Reviews and recommends changes to standard operating procedures (SOPs) to higher level supervisor or manager based on feedback from Supervisory Program Specialists and Social Services Representatives.
Work Schedule: Monday - Friday, 7:30am to 4:30pm.
Telework: This is a telework position that requires the employee to reside within a 50-mile of a Member Services location (please see locations) and report on site twice a pay period.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 (or equivalent). The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1. Extensive knowledge on Veteran benefits and regulations related to Veteran Homelessness.
2. Provide clarification on procedures, processes, and regulations to employees.
3. Perform multi-functional studies and special projects.
4. Analyze the effectiveness and efficiency of work processes within the organization.
5. Review complaints from customers by performing fact-finding analysis on the situation.

Education (TRANSCRIPTS REQUIRED): Do you possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position

Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess equivalent combination of specialized experience and completed graduate education that demonstrates the ability to perform the duties of this position, which may be substituted to meet the specialized experience requirements for GS-11 position.
