Duties

Responsible for directing the activities of the Information Technology Department. Responsibilities include, but not limited to, participating in department head meetings, budget meetings, time and attendance responsibilities, various committee meetings (i.e., affirmative action), and other assigned working groups. Oversees implementation of new system hardware and software and develops operating procedures. Monitors the ongoing operation of a complex network environment with a large number of users in an installation and ensures corrective action to restore operational service is accomplished. Analyzes equipment and software reliability and utilization reports for large, complex equipment and software systems to identify and correct problems areas and to establish computer and telecommunications performance levels. Serves as a security project officer at an organizational level having complex network environments with large numbers of users Performs in-depth analysis of automated and manual systems related to networks and/or telecommunications to accomplish design assignment.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: GS-12 and GS-13: There is no substitution of education for specialized experience at this grade level. OR Experience: GS-12 and GS-13: You must have IT related experience demonstrating each of the four competencies listed below. Attention to detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: GS-12 and GS-13: You must have one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Some examples of this qualifying experience are: GS-12: Developing and maintaining procedures for networks, system operations, and product assembly and installation. Overseeing function tests of the hardware/software to resolve technical problems and ensuring appropriate on-site repairs. Recommending methods and procedures and coordinating corrective action to optimize utilization of present equipment. Preparing programming specifications for implementation by computer programmers. Specifying inputs and outputs, appropriate data structure, module interface plans, detailed layout of files, and test plans. Coordinating interface with programmers and functional area specialists and advising on problem resolution. GS-13: Experience overseeing configuration and installation of network equipment and medical equipment attached to the network, and changing/upgrading the components of existing equipment for efficient operation. Experience developing local policies and procedures for networks, information security, system operations and product assembly and installation. Experience using benchmarks and performance measurement and evaluation data, in conjunction with modeling and simulation techniques, in planning for increased capacity and for supporting any additional workloads. Experience planning, developing and implementing security techniques, procedures, and guidance to ensure that user access control (physical, personnel, software, and information security) and other security requirements are in place. Experience providing high-level technical expertise to accomplish analysis of options and development of the design for advanced systems, network and/or telecommunications software and complex programming specifications for projects which involve analysis of systems with a high visibility or wide-spread impact within the facility or agency. Experience assessing long-range needs related to system architecture development and system and program specifications for both administrative and medical areas. If applicable, credit will be given for paid and unpaid experience.
