Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Resources Analysis Section (RAS) in Anchorage, Alaska. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Supervises a team of interdisciplinary scientists including geologists, geophysicists, and geologic technicians to assess oil and gas reserves, undiscovered hydrocarbon resources and subsurface carbon dioxide storage capacity. Supervises a team of interdisciplinary scientists including, geologists, geophysicists, and geologic technicians to support calculations in determining worst case discharge volumes from uncontrolled oil well discharges in accordance with the Code of Federal Regulations and existing BOEM guidelines. Supervises a team of interdisciplinary scientists to ensure the government receives fair market value and/or fair return for minerals extracted from leased areas in federal waters. Supervises efforts in the permitting, management and public release of geophysical data collected on the Outer Continental Shelf. Recommends formal training and arranges on-the-job training of the staff for career development and for overall effectiveness of the RAS programs. Reviews technical contract specifications for geologic and geophysical data acquisition for tract selection, tract evaluation, and geologic hazards analysis. Responsible for security procedures to ensure conformance with security standards for safeguarding proprietary data and information. Analyzes methods and new techniques being developed by other government agencies, research institutions, and industry in areas of new oil and gas exploration and development techniques, subsurface carbon dioxide storage, fair-market value determinations, computer modeling, etc., for applicability to activities of the RAS to improve program effectiveness. The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14:$138,035 - $179,448 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BOEM-MMJJ-24-AW-030(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.

Minimum Qualification Requirements: To qualify for this position you must meet the Basic Educational Requirements AND Specialized Experience for the series to which you are applying. Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. Physical Science Series, 1301: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Geophysics Series, 1313: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: That included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.). OR B. Combination of education and experience: Courses as shown in A above, plus appropriate experience or additional education. Geology Series, 1350: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of education and experience: Course work as shown in A above, plus appropriate experience or additional education. -AND- In addition to meeting the Basic Educational Qualification requirements, applicants must have Specialized Experience to qualify for the grade to which you are applying. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Utilizing industry standard geoscience workstation software to create detailed geologic maps showing potential oil and gas accumulations using seismic reflection data; AND 2) Analyzing drilling well log and core data to determine reservoir thickness, porosity, permeability, water saturation and other pertinent reservoir parameters to calculate potential hydrocarbon volumes; AND 3) Writing reports detailing methodologies and results of geological or geophysical investigations; AND 4) Developing project goals, schedules, and prioritizing tasks to complete goals. Must meet all.
