About the Position:The Watervliet Arsenal is an Army owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States. It is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems.

Duties

Establishes priority of work for the group which supports the production schedule. Explains work requirements, methods, and procedures; instructs subordinates in new procedures; and provides advice when problems arise. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Takes disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees; provides and/or arranges for needed development and training. Plans weekly and monthly work schedules and sequence of operations for subordinates. When necessary, incumbent is required to operate, inspect, maintain, repair, or rig loads for overhead cranes with a lifting capacity of twenty tons or greater. Determines equipment, supplies, and required maintenance. Assures that material is ordered and delivered to work sites so as not to delay work.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations.
• Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.
• This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• This position requires the employee to use personal protective equipment provided by the employer.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• May be filled as temporary promotion or reassignment NTE 1 year by a current permanent Army employee. Temporary promotions and reassignments may be extended up to 5 years, and may be made permanent without further competition.
• If the selectee is a current permanent Army employee at a higher grade, he/she will be converted to a Term appointment

Mechanical lifting devices/other employees are available to assist with lifts of 45 lbs and over. Lifts items such as cables, chains, and dollies WORKING CONDITIONS: Works indoors in a partially enclosed crane cab or outdoors in all types of weather. Ventilation is adequate; but heat may be uncomfortable while working indoors and near the ceiling. Is exposed to the possibility of cuts, burns, bruises and broken bones from falls while climbing to and from the control cab or while climbing and attaching rigging to the load; and handling wire and fiber ropes; serious injury from swinging loads, breaking slings and falling objects. Possibility of falling from heights of 30 feet or more. Incumbent is exposed to possible unpleasant noise, dust, dirt or fumes from the work area. Uses personal protective equipment, such as safety glasses, hard hats, gloves, steel toe shoes and safety harnesses & self-rescue equipment for compliance with fall protection requirements.
