Duties
As a Program Specialist you will:
Make recommendations on matters related to a wide variety of administrative and management issues that affect the ability of the organization to accomplish key program objectives
Assist in the preparation, review and coordination of information, decision documents, special reports, and other programmatic documents
Prepare programs travel projections submissions for inclusion in the office budget
Serve as division Federal Agency Travel Administrator (FATA) and serve as the conference/meeting coordinator
Provide guidance, policy, and procedures for all property custodians and staff
Manage the procurement of supplies, property and services as designated by the manager
Review and approve purchase cards requests for adequacy, appropriateness, procedural requirements and compliance with agency and appropriate Federal procurement regulations

Minimum Qualifications:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: providing administrative program support work (e.g., logistics, human resources, planning, research, analysis, correspondence, communication, liaison activities).
OR
Ph.D. or equivalent doctoral degreeOR3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
