The primary purpose of this position is to s the Radiation Safety Officer for the National Museum of the United States Air Force (NMUSAF) and the entire DAF Heritage Program.

Duties

Performs physical science technician duties by providing technical expertise in the decontamination and removal of radioactive materials from the DAF Heritage Programs' historic artifacts and aircraft/missiles Responsible for overseeing, monitoring, and maintaining artifacts, aircraft, and missiles with radioactive materials IAW federal laws and regulations . Determines, operates, and performs updates to technological instruments for proper identification and detection of radiation properties, levels, calibration Develops and provides technical training/instruction to supervisors, employees, and/or unit safety representatives on radiation safety, proper storage of hazardous materials, common hazards, and building evacuation procedures Manages various complex exhibit, restoration, or preservation projects that involve artifacts or aircraft with radioactive material

• Must be able to operate motor vehicles safely. The employee is required to obtain and maintain a valid State-issued motor vehicle driver's license

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Physical Science Technician Series, 1311. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1300/physical-science-technician-series-1311/ SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in working in the fields of astronomy, physics, geophysics, chemistry, hydrology, health physics, engineering, electronics, geology, oceanography, and metallurgy. Experience as a laboratory mechanic or in a trade or craft may be credited as general or specialized experience when the work was performed in close association with physical scientists or other technical personnel and provided intensive knowledge of appropriate scientific principles, methods, techniques, and precedents. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In depth, practical knowledge of health physics, and skill in applying, principles, practices, techniques, and procedures to effectively analyze and interpret laboratory reports to determine the presence of radioactive material and the degree of noncompliance with regulatory guidance. 2. Knowledge of radiation safety regulations, standards, procedures, methods, and techniques to determine compliance with public laws, Executive orders, Nuclear Radiation Commission (NRC) regulations, agency directives, state and local environmental regulations. 3. Knowledge of radiation protection theories, principles, concepts, and methods of radiation protection program work. 4. Advanced skills in utilizing all equipment authorized or required to be used in identification, containment, control, and minimization of radiation exposure. 5. Advanced skills in the cleanup, restoration, and remediation of radiological contaminated aircraft equipment, components, and facilities. 6. Ability to refine and develop analytical techniques, methods, and approaches. 7. Ability to read and interpret technical orders and operational and assembly manuals. 8. Ability to Perform complex surveys of historic aircraft without damaging or altering original equipment and artifacts, which incorporate radioactive materials. 9. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
