Duties

Plans the work to be accomplished, set and adjust priorities, prepare work schedules, adjust resources and review operations and output of the division. Provides expertise in support of assigned Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems including hardware, software, technical data and associated ancillary items/test equipment. Oversees the execution of technical, administrative and personnel management responsibilities related to the accomplishment of the mission assigned. Reviews, coordinate and negotiate technical requirements across a wide spectrum of proponent, planning and implementing organizations. Supervises first-line supervisors professional engineers and technicians performing engineering design, development, systems engineering, technical integration, automated test equipment, and testing of various systems and equipment.

Requirements

  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
  • The duties of this position require occasional temporary duty (TDY) travel approximately 10% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires Level III certification in Acquisition Career Field “Engineering” or the incumbent must be able to obtain certification within 60 months of appointment.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Interdisciplinary Engineer: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the federal service which includes: 1) Supervising the activities of engineers and technicians concerned with the design, development, systems engineering, technical integration, automated test equipment, and testing of various Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems and equipment; 2) Identifying innovative solutions to resolve engineering problems of a complex nature; AND 3) Utilizing a wide variety of engineering and leadership skills to accomplish programs within cost and schedule, and to meet customer requirements. There is an education requirement for membership in the Acquisition Corps which includes:

Baccalaureate degree from an accredited educational institution (you must submit your transcripts) Or Possess significant potential for advancement to levels of greater responsibility and authority And At least 24 semester credit hours of study at an accredited institution of higher education from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management

At least 24 semester credit hours of study at an accredited institution in the individual's AT&L Career Field and either 12 semester credit hours from among the above-listed disciplines or training in these disciplines equivalent to the 12 semester credit hours. (Training courses that carry an American Council of Education (ACE) credit recommendation may be used for equivalency.)ACE credit recommendations may only be used to meet the 24 semester hour standard for Acquisition Corps membership if those credit recommendations have been accepted by and appear on an official transcript from an accredited institution of higher education. DAWIA provides the option to substitute equivalent training for the 12 semester credit hours applied to the 24 hours in the individual's AT&L Career Field and 12 hours in the covered disciplines.

This does not apply to the option for 24 semester credit hours in the covered disciplines. The educational requirements outlined under the "Requirements" section must be met and verified.
