This position typically functions as a technical authority on budgetary matters within the Medical Administration Service (MAS). This budget involves a wide variety of both direct and reimbursable sources and types of funding such as (10) control points for Fee Basis and (5) control points for travel.

Duties

esearches, compiles, and summarizes data for as needed to formulate or revise the annual budget estimates. Prepares a variety of charts, graphs and/or other graphics for briefings, reports and analysis by the Director, Business Operations. Prepares data summaries for inclusion in routine and special reports on budget execution. Reviews, verifies, and analyzes obligations and expenditures ensuring they occur on a timely basis in accordance with the annual work plan. Develops operating budgets from data acquired from Division Chiefs. Works with Director, Budget Officer, and other personnel in analyzing, adjusting, and refining the Operating Budget for the Business Operations Office. Serves as the alternate Automated Data Processing Application Coordinator (ADPAC) for MAS. Exercises ordering officer authority up to $2,500.00 per order, not exceeding $25,000.00 per year for procurement of supplies, non-personal services, equipment, repair work, etc. Is responsible for distributing and administering orders; establishing controls necessary to ensure that all terms and conditions are met and that supplies or services furnished conform to contract requirements before acceptance is made or payment authorized. . Serves as cardholder for the Government Purchase Card Program to purchase organization supplies and services according to established contracting procedures. Work Schedule: Monday-Friday 7:30am-4:00pm Subject to change based on the needs of the Agency. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying agency procedures and processes to support facility programs; demonstrated ability to interpret different guidelines and extract data from a variety of systems, forms, documents, and reports; experience working with medical-related appropriations, budget object codes, and cost centers; experience using automated programs and databases. You will be rated on the following Competencies for this position: Budget AdministrationManages and Organizes InformationOrganizational StewardshipReading Comprehension Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature. Typically, the employee will sit to do their work.
