About the Position: The Chicago District is seeking to fill a Land Surveyor position. An ideal candidate will have experience in topographic and hydrographic survey data collection and analysis. This position is in the Geospatial Section where you will work with CADD, GIS, UAS, and Survey team members.

Duties

Survey in remote areas, makes personal contacts, and applies complex surveying mathematics and techniques including the use of Global Positioning System (GPS) technology. Apply judgment in resolution of problems caused by conflicting results and makes significant recommendations and decisions to ensure project is completed within projected cost and time frames. Survey including land and real estate (cadastral), engineering (design, construction, and site location), geodetic (horizontal and vertical control), and ultra-precise dam alignment surveys. Provide recommendations regarding suitability of existing maps, determining type, extent, and methods to be used, coordinating field mapping operations. Attend conferences and equipment displays and study reports and technical papers on newest advances in equipment for possible use by the District in its survey operations. Contact state and federal agencies, railroad and highway officials and others whose activities may be affected by survey operations due to flood control development. Maintain the District’s survey data and map files. Participate in District review of plans and specifications, as they relate to survey and mapping. Maintain the district survey program as state of the art with regard to field collection and data processing capabilities. Review in-coming work and coordinates efforts in planning field surveys. Recommends work to be performed by contract or in-house. Provide day-to-day direction and leadership to subordinate surveyors and technicians concerning operations of the work unit.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to obtain and maintain a valid state driver's license.
  • Current registration as a land surveyor in a State, Territory, or the District of Columbia obtained by written examination is required for GS-12
  • Travel is required approximately 30% of the time via air, water, or land in performance of assigned duties with extended periods of time, 1-2 weeks, away from the District Office.

Additional information about transcripts is in this document. Basic Requirement for Land Surveyor: **Please attach supporting documentation to your applicant package** A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education. OR C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience:[GS-12]: One year of specialized experience which includes providing professional, technical, and administrative expertise for surveying, computer aided design and drafting (CADD), and mapping activities; supporting all types of field surveys including geodetic, topographic, hydrographic, photogrammetric control, alignments, grades, construction layout, etc.; provides geospatial support to include survey data integration, contractor quality assurance, geospatial data uploads, and quarterly updates; accomplishes a wide variety of office computations required for the reduction, processing, management, and storage of field survey data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. [GS-11]: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes which includes applying land surveying knowledge, concepts, principles and techniques to conduct land survey projects; utilizing state of the art surveying techniques and Geographic Information System (GIS) technology to remain current; conducting surveys of the highest accuracy, assisting in the preparation of technical specifications for contracts, assisting in conducting on-site inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: land surveying; or civil engineering with a surveying option/emphasis. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. ***Registration as a licensed Professional Land Surveyor is required at the GS-12 grade level. Please include a copy of your registration in your application package*** You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: [GS-12]: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). [GS-11]: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
