Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as analyzing and evaluating facility management programs for effectiveness; providing vehicle fleet operational support and management; and making recommendations on projects.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of Safety, Health, Security and Environmental Management systems and programs.
Skill in written communication.
Skill in oral communication.
Ability to prepare project papers or reports and deliver briefings to management on complex issues.
Skill in analysis including use of graphics, statistics, and databases sufficient to draft clear and persuasive reports, memos, talking points and other briefing materials.
Knowledge of the rules and regulations covering the administration of lnteragency Agreements and contracts sufficient to serve as a Project Officer for lnteragency Agreement (lAGs) and Contracting Officer's Representative (COR).
Knowledge of EPA regulation, program projects, policies, procedures. goals and objectives for the purpose of conducting reviews and analyses to Inform management of deficiencies and makes recommendations for improvement.
Ability to search and review current literature for new approaches, principles, theories, and techniques for analyzing facilities management processes.
Ability to plan, organize and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive change in established procedures or may conflict with the desires of the activity studied.
