This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for 9905 to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Project Engineer and Authorized Representative of the Contracting Officer with responsibility for monitoring construction operations on assigned projects for an Area or Resident Office.
Duties
A thorough knowledge of engineering and/or architectural theory and practices and the making of engineering determinations concerning the various features of the work.
Responsible for the surveillance of assigned construction projects involving military and/or civil construction activities through a quality assurance inspection team.
Serve as technical lead for contract administration, quality assurance, and surveillance of construction within an Area or Resident Office.
Serve as Contracting Officer's Representative.
Assist the Resident Engineer in interpreting intent of plans and specifications, conferring with contractor to resolve differences of opinion.
Prepare modification documents which involves design changes, differing site conditions, variations in quantity estimates, changes in specifications and drawings, etc., resulting from deficiencies encountered during the construction phase.
Review and analyzes plans and specifications, drawings, designs, site conditions, and proposed construction schedules to determine and recommend action necessary to correct deficiencies through modification of the contract.
Develop modification estimates and/or reviews those prepared by others to determine what adjustments should be made, based on extenuating circumstances revealed during discussions with inspection personnel.
Prepares cost estimates in connection with approved claims.
Participate in design and planning review conferences with designers or A-E's and construction contractors, or other interested parties, to discuss construction aspects and problems. Supports the source selection process.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to a mobility or rotation agreement as a condition of employment. You will be required to relocate based on management needs for the duration of employment in this or successor positions.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
- The employee must meet the Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- The employee must meet the Practitioner Career Level Certification must be met within 5 years.
- The employee must meet the Advanced Career Level Certification must be met within 4 years.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11 Specialized Experience (Engineer/Architect/Geologist): One year of specialized experience which includes a broad professional knowledge of architectural, civil, mechanical or electrical engineering concepts, principles and practices and/or applying knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
GS-12 Specialized Experience (Engineer/Architect/Geology): One year of specialized experience which includes a thorough knowledge of engineering and/or architectural theory and practices and the making of engineering determinations concerning the various features of Military and/or Civilian Construction activities, Power Generation including Hydro-power, Quality Assurance, Contract Administration, Cost/Modification Estimates and Construction Planning/Scheduling and/or applying knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology and/or applying knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. At the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
This is a developmental position. The duties of this position lead to the full performance level of GS-12. Incumbent may be appointed to either the GS-11 or GS-12 (depending on qualifications). If selected at the GS-11, the incumbent may be non-competitively promoted to the next higher grade in succession up to target level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Promotion is not automatic.
